Description
Under Statutory Authority 38 U.S.C. 8153 and in accordance with 6.302-5 Authorized or required by statute, the VA Great Lakes Acquisition Center (GLAC) intends to award a sole source bridge contract with Affiliate, Loyola University Health System, to provide Renal Transplant Histocompatibility Testing, Anatomical Pathology and Consultative Services for Edward Hines, Jr. VA Hospital. Services include but are not limited to histocompatibility testing for the renal transplant program, specimen preparation, processing, and storage; preparation of slides for routine, and as necessary, special staining; performance of analytical testing; reporting of analytical test results; and consultative services. The United Network for Organ Sharing (UNOS) is contracted by the Federal Government to serve as the nation s Organ Procurement and Transplantation Network (OPTN). They are responsible for the national waiting list, matching donors to recipients, and the policies that govern operation of all transplant hospitals, organ procurement organizations, and histocompatibility labs in the U.S. There are no commercial reference laboratories that are United Network for Organ Sharing (UNOS) accredited to perform histocompatibility testing in the state of Illinois. Loyola University Medical Center is the only histocompatibility laboratory with a UNOS approved agreement to perform tissue typing of recipients and donors for Edward Hines, Jr. VA Hospital. Loyola University Medical Center is also contracted to screen and evaluate potential donors, perform the kidney donation procedure, transport the organ to Hines, and provide follow-up care on behalf of Hines. The transplant team at Edward Hines, Jr. VA Hospital has privileges at Loyola University Medical Center and has access to transplant testing results 24 hours a day, 7 days a week. In cases of rejection, it is important to start treatment immediately to prevent irreversible damage. Due to its proximity and established couriers, Loyola University Medical Center is also the only laboratory capable of performing STAT testing on behalf of Hines. Loyola University Medical Center is the only histocompatibility laboratory with a UNOS approved agreement to perform tissue typing of recipients and donors for Edward Hines, Jr. VA Hospital. Loyola University Medical Center is also an Affiliate of Hines VAH and affiliate Contract # 36C25222D0061 to provide living donor screening, evaluation, kidney donation procedure, transport of organ, post-donation care, and living donor follow-up on behalf of Edward Hines, Jr. VA Hospital. This acquisition is conducted under the authority of 38 U.S.C. 8153 and in accordance with 6.302-5 Authorized or required by statute. This will be a firm fixed price IDIQ contract for three months with option to extend services as required while longer term contract is sourced. The NAICS Code is 621511. This Notice of Intent is not a request for competitive quotes. No solicitation documents are available and telephone requests will not be honored. However, if a firm believes it can meet the requirements it must furnish information about its products and services, as well as references from other customers who are using these products and service to the Contracting Officer by 16:00PM (CST) 11/30/2023. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the above requirements. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. If no responses are received, the Contracting Officer will proceed with the sole source with Loyola University Healthcare.
