- NOTICE OF INTENT TO AWARD SOLE SOURCE Tarrant County College In-Service and Police Basic Training Program (PBTP) classes The Bureau of Engraving and Printing (BEP) Office of the Chief Procurement Officer (OCPO) on behalf of the Police Services Branch intends to award a sole source, firm-fixed-price contract for Police Basic Training Program Classes Western Currency Facility (WCF). The intended contractor is Tarrant County College. The period of performance (POP) for this effort will be a 12-month base period with four (4) 12-month option periods. The Government believes that only one responsible source can provide this requirement. The statutory authority for other than full and open competition is 10 U.S.C. 2304(c)(1), only one source and no other supplies or services will satisfy agency requirements. This Performance Work Statement (PWS) is for facility space for annual In-Service and Police Basic Training Program (PBTP) classes. Training Space should include classrooms, defensive tactics (mat room), judgment simulator room, reality-based training areas and active threat training areas for simunition utilization (NLTA) � fire training areas. The contract entity needs to be able to provide full access to their respective Criminal Justice Training Center, which must be located within 30 miles of the Bureau of Engraving and Printing (BEP), 9000 Blue Mound Road, Fort Worth, Texas 76131. The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government. This notice of intent is not a request for competitive quotes; a solicitation document will not be issued. All information received by the requested date with pricing and sufficient technical documentation to establish a bona fide capability to meet the requirement will be considered by the OCPO. A determination not to compete this proposed contract action based upon response to the notice is solely within the discretion of the OCPO. Information received will be considered primarily for the purpose of determining whether to conduct a competitive procurement. Responses MUST be received NO LATER THAN 1:00 PM, CENTRAL, 7 December 2023. Additionally, interested sources must be registered and currently active in the System for Award Management (SAM), found at https://www/sam/gov. Responses MUST be submitted in writing ONLY via email to Laqulla.Howard@bep.gov within the closing date/time of publication of this notice.
