- Description
- The proposed contract action is for the supplies or services for which the Government intends to solicit and negotiate with one source, ( Enviroware ), under the authority of FAR 13.106-1. This is being sole sourced because of an exclusive maintenance renewal and support agreement for Waste Management. The purpose of this acquisition is to purchase the annual maintenance and support agreement that will provide for continued support of Division of Environmental Protection�s Waste Tracking Management Information System (aka: Enviroware). This agreement is to maintain Enviroware in good operating condition and to ensure that existing systems and all components are in good working order and meet all applicable codes and software developer specifications. This agreement also requires the vendor to modify, enhance and upgrade the software as needed to maintain compliance with changing NIH ITB security related requirements including security patches, Oracle patches, Java updates, and other related security enhancements and upgrades. This application is required to be used daily by our chemical waste contractor (under separate contract) to track and manage hazardous waste generated at NIH main campus and off-site facilities managed under NIH�s Controlled Hazardous Substance Permit issued by Maryland Department of Environment. This application also provides NIH environmental staff with the ability to develop various hazardous waste operation documents on a daily /weekly or monthly basis as required by the Maryland Department of Environment and the US Environmental Protection agency. The existing application utilized by NIH to track and manage Hazardous Waste generated at the NIH main campus and off-site facilities. The maintenance and support agreement will be a 5-year contract with one base year and four option years and the period of performance shall be after receipt of an award. �If the government requires the contractor to perform the additional option years, notification to the contract specialist or contracting officer will be forwarded to the procurement office in advance. This is a notice of intent and is not a request for competitive quotes; however, any responsible source who can meet the same requirements listed above may submit a capability statement to the contracting office no later than December 8, �2023 10am, EST. Interest/capability statements may be sent to Ms Van Holley at holleyv@od.nih.gov . Capability statement must demonstrate and describe how the vendor meets all the requirements listed in this notice. No telephone responses will be accepted. A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the Government.
