Description
THIS IS A REQUEST FOR INFORMATION (RFI) ONLY; it is not a Solicitation (i.e., Request for Proposal, Request for Quotation, or Invitation for Bids) or an indication that the Health Readiness Contracting Office (HRCO) will contract for the services contained in the RFI. This RFI is part of a Government market research effort to determine the scope of industry capabilities and interest and will be treated as information only. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Responses to this RFI are strictly voluntary and the Government will not pay respondents for information provided in response to this RFI. Responses to this RFI will not be returned and respondents will not be notified of the result of the review. If a competitive solicitation is issued, it will be announced on the Federal Business Opportunities website https://sam.gov at a later date, and all interested parties must respond to that Solicitation announcement separately from any response to this announcement. This RFI does not restrict the Government's acquisition approach on a future Solicitation. RESPONSES: Respondents to this RFI are to describe their interest and ability to perform the requirements summarized below in the description of the requirement. Provide a capability statement that includes, as a minimum, the following information: Brief description of your Air Medical Ambulance Transportation Services. Company�s name and address. Point of contact, Cage Code, Phone number, fax number, e-mail address, Business size as it relates to your North American Industry Classification System (NAICS) for this service. Responses should be formatted as either MS Word (.doc) or Adobe Portable Document Format (.pdf) and should be limited to a maximum of ten pages. Proprietary/Competition Sensitive information (appropriately marked) will be protected from disclosure to the greatest extent practical, however, it is preferred that respondents do not provide proprietary or otherwise restricted responses. No faxes, courier delivered, or telephone inquiries/submissions will be accepted. Responses should be submitted to Delbert D. Spriggs, Contract Specialist at delbert.d.spriggs2.civ@health.mil �& julie.a.ellington.civ@health.mil no later than 12:00 PM Central Time, date, 12 December 2023. DESCRIPTION OF REQUIREMENT: The contractor shall provide non-personal services for Air Medical Ambulance Transportation Service, support for Fort HUNTER LIGGETT, CA, (See attached draft Performance Work Statement (PWS). The contractor shall provide the levels and types of Air Medical Ambulance Transportation Service routinely provided to the public. The contractor shall provide Advanced Life Support (ALS), Basic Life Support (BLS) care. The requirement will have 24 hour a day, seven day a week staffing requirement; full time medical evacuation support to handle immediate ALS to injured DoD personnel at an incident location, and throughout most weather conditions. Actual service frequencies will vary based upon training density on the ranges, and the number of medical evacuations required. The contractor will respond to on-site accidents and other emergencies involving injury and illness and make an independent preliminary assessment of the patient's condition and select a prescribed protocol which he/she considers appropriate under the given circumstances and proceed to provide the treatment as prescribed in the protocol. The contractor must be Commercial Airlift Review Board (CARB) certified, and have passed FAA inspections on all equipment, and have not been grounded by the FAA within the last year. The Contractor shall maintain all required licenses and certifications. The goals of the RFI: The Government is seeking information to determine the most suitable approach to procure dedicated Air Medical Ambulance Transportation Service at Fort Hunter Liggett for a five-year ordering period. QUESTIONS FOR INDUSTRY: The Government desires that respondents offer their experience and recommendations on the following questions as they relate to Air Medical Ambulance Transportation Service: 1. What is the makeup of your Air Medical Ambulance Transportation Service crew? What is your recommended staffing approach (e.g., type of positions and number of personnel) for the attached PWS? 2. What size helicopters would you use to perform this requirement? Why? 3. Do your pilots have experience flying in Low Light Level (LLL) conditions? 4. In consideration of North American Industry Classification System (NAICS) code 621910, Ambulance Services, with a small business size standard in dollars of $22.5 Million, which of the following small business categories is your business classified under, if any? Small Business, Veteran-Owned Small Business, Service- Disabled Veteran- Owned Small Business, Small Disadvantaged Business, Woman-Owned Small Business, HUB Zone Small Business, or 8(a) Business. 5. Does your company recommend a different NAICS code to meet the Government�s objective? If so, what is your recommendation? 6. Does your firm have past experience performing AMAS for the DoD? If so, please provide the following information for each relevant contract: (a) name of your customer. (b) contract number. (c) contract start date. (d) contract length. (e) total dollar value for all periods. (f) place of performance; and (g) a brief description of services? 7. If your firm has not had DoD projects, please provide the number of years of experience you have performing the services described hereunder. �8. Should the Government publish a formal solicitation; do you anticipate any challenges preparing a competitive price proposal to provide services based on some or all the descriptions described above. Do you anticipate any perceived barriers to competition? If so, please specify. 9. Do you have any questions or concerns with the requirement outlined in the attached PWS? If so, please specify. 10. After receipt of an award, what�s your recommended transition period from time of award to full performance (e.g., 60 days, 90 days, 120 days, etc.)? 11. Please provide a Rough Order of Magnitude (ROM) (estimated total value) to perform these services for a 5 year period, to include your transition time.
