- Synopsis: Naval Sea Systems Command (NAVSEA), Norfolk Naval Shipyard (NNSY) intends to award a Firm Fixed Price (FFP) Single Award Contract Arc Fault Detection Upgrade on a VA Class Submarine to DRS Airborne & Intelligence Systems. This requirement is for commercial items/services as defined in FAR 2.101 and will be prepared in accordance with the information in FAR Subpart 13.5, as supplemented with the additional information included in this notice. The requirement will be awarded on a sole source basis.� Only DRS Airborne & Intelligence Systems is authorized and instructed via DOD instruction to upgrade this system. The NAICS code applicable to this procurement is 541511, IT and Telecom � Business Application/Application Development Software as a Service, with a size standard of $34,000,000.� The Product Service Code is DA10. The period of performance for this acquisition is anticipated to begin 1 December 2023 and end 8 February 2024. � This notice of intent is not a request for competitive proposals. It is not a solicitation or request for offers. No solicitation package is available. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Responses must be received no later than 29 November 2023 at 12:00 PM EST via email to Kenny Dietz, Supervisory Contract Specialist at Kenneth.a.dietz.civ@us.navy.mil. All responsible sources may submit a response which shall be considered by the Government.� By submitting a response, the offeror will be self-certifying that neither the principal corporate officials nor owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any federal agency.� Failure to do so may represent grounds for refusing to accept the response.� By submission of a proposal, the offeror acknowledges the requirement that a prospective awardee must be registered in the System for Award Management (SAM) database prior to award, during performance, and through final payment of any contract resulting from the solicitation, except for awards to foreign vendors for work to be performed outside the United States.� Lack of registration in the SAM database will make an offeror ineligible for award.� Offerors may obtain information on registration and annual confirmation requirements by calling 1-866-606-8220, or via the Internet at https://Sam.gov.� Please direct all questions regarding this requirement to Kenny Dietz, Supervisory Contract Specialist at Kenneth.a.dietz.civ@us.navy.mil.
