Description
The Bureau of Reclamation (BOR) Interior Region 8: Lower Colorado Basin (LCB) intends to award a single Firm-Fixed Price/Time and Material contract to provide services necessary for BOR to develop a project-specific programmatic agreement (PA) for the proposed Verde Reservoir Sediment Mitigation Project (VRSMP). As part of BOR�s compliance with the National Environmental Protection Act (NEPA), it will include the PA in the VRSMP Environmental Impact Statement, and the PA must be fully executed prior to issuance of a Record of Decision. BOR estimates that five federal and state agencies will be involved in consultation on the PA. The expectation for the solicitation is a single-award 27-month contract. Reclamation is by trade an engineering firm that is a contemporary water management agency with a strategic plan outlining numerous programs, initiatives, and activities that will help the 17 Western States, Native American Tribes, and others meet new water needs and balance the multitude of competing uses of water in the West. This requirement will be solicited on an unrestricted basis. The applicable North American Industry Classification System (NAICS) code is 541620, Environmental Consulting Services with a Small Business Size Standard is $19 million. The solicitation and any amendments to the solicitation will be available through the SAM.gov. The extent of the work will be described in the solicitation. As a result of this presolicitation notice, the Department of the Interior, Bureau of Reclamation, anticipates releasing the solicitation on or about 1 December 2023 on SAM.gov. The due date for receipt of proposals will be specified in the RFP. This requirement will be solicited and awarded using the procedures outlined in FAR Part 12 in conjunction with Parts 13 and 15. Offerors are required to have an active record in the System for Award Management (SAM) to be eligible for contract award. Offerors may register on SAM at https://www.sam.gov.
