Description
This is a Notice of Intent, not a request for proposal.� The National Institute of Allergy and Infectious Diseases (NIAID) of the National Institutes of Health (NIH) intends to negotiate on an other than full and open competition basis with Rees Scientific Corp. � 1007 Whitehead Road Ext., Trenton NJ, 08638. National Institute of Allergy & Infectious Diseases (NIAID)�s Vaccine Research Center has been using the Rees Monitoring Systems (software program and physical sensors) from Rees Scientific Corp. (�Rees�) used throughout the 9 West Watkins Mill laboratory to monitor current conditions within each of the pieces of equipment deemed critical to the continuing operations of the center. The Rees Monitoring system is programmed with pre-determined alarm points to provide instant communication to the NIH�s ORF call center and the end users through phone and email systems. The monitor system provides security to the critical storage of samples and study materials housed within the freezers, refrigerators, incubators, etc. within the building. This monitor system currently needs continued renewal and maintenance � verify the function of the alarmable monitoring points and verify that the system is annually calibrated to ensure the highest level of readiness possible. Specifically, the vendor will provide testing, verification and calibration for 249 probes. The vendor will consult with institute facility manager to review system status and changes prior to starting the calibration activities. The vendor will activate and changes post- calibration and will address any programming changes required. The vendor will provide an annual calibration report indicating pre- and post-calibration readings to the institute FM within two weeks of completion of services. The Rees Monitor Systems (including wiring, hardware, software, etc.), which has been �installed by Rees in previous acquisitions, and has been used by Program to monitor their numerous refrigerators and freezers. The software that runs the current monitoring system is proprietary to Rees Scientific as they are the developers and own the source code.� Thus, only Rees is able to maintain, service, update, and upgrade the existing monitoring systems in use by the lab.� Furthermore, using multiple different monitor systems from different companies or switching to a completely new monitoring system will require dismantling the current existing monitoring systems, installing different software, retraining staff in different protocols, etc., factors that would be prohibitive in terms of cost and time and would jeopardize Program�s research. The National Institute of Allergy and Infectious Diseases (NIAID) has a requirement for the following: 1. Qty: 925x Part#: Z3-BATT Description: 3.6 volt Lithium Battery for Z3 wireless transmitters 5. Qty: 55x Part#: Z3-RTD-BATT Description: 3.6 volt Lithium Battery for Z3-RTD wireless transmitters. 6. Qty: 2x Part#: CENTRON-BAT Description: Centron Battery 7. Qty: 1x Part#: VAL/SERV B 5YR Description: Comprehensive Five-Year Service Package with full documentation provided to satisfy regulatory authorities. Comprehensive system test verifies, calibrates and documents all system functions including readings, databases, alarms, dial-outs, outputs, reports, and user programming. Includes Five Year Onsite Service Plan with 24/7 Technical Support. Includes approximately 100 page GMP/GLP OQ validation report, 1000 page software validation test report, calibration of temperature and humidity with traceable equipment, copies of reference equipment calibration certificates and onsite refresher training at PM visit.� The statutory authority for this sole source requirement is 41 U.S.C. 1901 (a) (1) as implemented by FAR 13.106-1 only one responsible source and no other supply of service will satisfy agency requirements. THIS IS NOT A REQUEST FOR PROPOSAL.� All responsible sources that could provide the required may submit a capability statement that will be considered by email (subject line to reference NOI-NIAID-24-2196323) by 4:00 pm eastern standard time on December 7th, 2023 to: lu-chang.lu@nih.gov All responses received by the closing date of this synopsis will be considered by the Government.� A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.
