- Special Notice 2: Please find attached the Industry Questions and Government Responses. Special Notice 1: Attachment 1 DD254 and CDRLs A001-A007 have been attached. Naval Air Systems Command (NAVAIR) Program Manager Air (PMA) 226 Specialized and Proven Aircraft Program Office, Contracted Air Services (CAS) Integrated Product Team (IPT) has a requirement for Fighter Jet Services to provide contractor owned and contractor operated (COCO) aircraft to the Department of the Navy (DoN) for Fleet Training and Exercise Support for a wide variety of airborne threat simulation capabilities to train aircraft squadron aircrew and shipboard system operators on how to counter potential enemy advanced airborne threats, tactics, Electronic Warfare (EW) to include Electronic Warfare Support (ES), Electronic Attack (EA), and Electronic Protection (EP) operations; and, Acquisition Program Testing and Evaluation (T&E) Support. Note: The Government is contemplating adding the following H-1 Clause to the final RFP: The contractor may be awarded a follow on sole source contract consisting of an additional three years of effort for this requirement.� The conditions of a potential sole source follow on are conditional of 1. The Governments requirement 2. Funding availability 3. Successful Stand-up and 4.� Successful performance under this contract.� For purposes of pricing the contractor shall price the following three years for the effort in the matrix below.� The pricing shall not exceed the last proposed/awarded year of effort under the current contract after applying Global Insights for the following years escalation (i.e. Global insights FY24 escalation is 2.4%) to be considered for a follow on sole source contract.
