- 11/27/2023: Amendment 6 to extend offer due date to 11 December 2023, dissolve the Small Business set-aside and update the SF1449 for the aforementioned reasons; see SF1449 Amendments 0001 and 0002. This amendment also adds the RFIs and respones as of 27 November 2023. 11/16/2023:�Amendment 5 to add RFIs and responses as of 16 November 2023. 11/15/2023: Amendment 4 to add RFIs and responses as of 15 November 2023. 11/14/2023: Amendment 3 to add RFIs and responses as of 14 November 2023. Also updates the SOO and the NTE Price List in accordance with the RFI responses. See new attachments with the new dates cited below. 11/13/2023: Amendment 2 to add RFIs and responses as of 13 November 2023. Also adds email address for submission of offerors below 11/8/2023: Amendment 1 to add RFIs and responses as of 08 November 2023 --------------------------------------------------------------------------------------------------------------- The Operational Contracting Division, Air Force Test Center, Eglin AFB, FL intends to solicit, negotiate, and competitively establish Blanket Purchase Agreements (BPAs) for Sea Containers. This acquisition is under Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items, and FAR Part 13, Simplified Acquisition Procedures. This announcement constitutes the only solicitation and a price list is being requested. This solicitation is issued as Request for Quotation (RFQ) FA2823-24-Q-0001. A BPA is not a contract but is an agreement that establishes the Price and Terms & Conditions of future orders/calls. Please see attached �BPA Price Lists� for required items and �BPA Terms & Conditions.� The Government reserves the right to establish one, none, or multiple BPAs with vendors of the most advantageous offers to the Government. Future orders/calls will be competed amongst those vendors whom the Government establishes BPA(s) with resulting from this solicitation. There will be no advanced payments on call orders. The North American Industry Classification System code (NAICS) is 332439 Other Metal Container Manufacturing with a size standard of 600 Employees. This procurement will be conducted as a 100% Small Business set-aside; please identify your business size in your response based upon this standard. The Government is not responsible for any costs incurred or associated with preparation and submission of an offer in response to this solicitation. NO OFFERORS WILL BE COMPENSATED FOR SUBMITTING AN OFFER. Offer Submission: Offerors are required to complete and return with their offer: 1) Completed Not to Exceed Price List in Attachment # 3. 2) Representations/Certifications listed in Section K of the SF1449. All offers must list CAGE code, Company name, POC, and phone number. If you need to obtain or renew a DUNS number or CAGE code, please visit https://www.sam.gov/portal/public/SAM/. Lack of registration in SAM database will make an offeror ineligible for award. Vendor must also be registered in Wide Area Work Flow to receive payment through electronic funds transfer. BASIS FOR AWARD: In accordance with FAR 13.106-1(a)(2) offerors are notified that the award will be made to the Best Value Offerors (Technical, Total Evaluated Price, and Supplier Risk Rating in accordance with DFARS 252.204-7024 Notice on the Use of the Supplier Performance Risk System).
