Description

Questions and Answers Question: Follow up to RFI 10506429:� Understood that the ATH Boilers are considered FRCS.� Will the Government then please modify the Project Specification to include a 25 05 11 spec for the ATH Boiler FRCS?� There are currently only four 25 05 11 subsections, for: HVAC, Lighting, ESS, and Fire.� Or are the ATH Boilers perhaps considered a component of one of those other FRCS?� Follow up to RFI 10506441: will the Government please direct the offerors to the specific section of the project specifications that identifies the C-I-A levels of the FRCS for this project?� A search for the term �Confidentiality� in all project specifications/documents did not turn up any results, except for the PL-8 control identifier that requires the description of the approach taken to protect Confidentiality� Follow up to RFI 10506443: are we to assume that because each 25 05 11 section of the specification lists the �Security Controls for Control Systems�, that the Government has already performed the cybersecurity design for these FRCS?� Will the contractors have any requirements to interact with eMASS at all as part of this project? Will the Government keep the questions open or re-open questions prior to the Volume II (Price) proposal submission for offerors to ask additional questions particularly those that could arise from the 100% RTA drawings? Answer: Yes, Government will re-open inquiries once the Government issue the RTA package for pricing. Please review the RTA package for pricing, because revisions may have been made from the Vol I package. Any of these follow-on technical questions can be added at that time, Boilers would be subject to HVAC cyber requirements. PM will need to check on the CIA ratings. They are not sure they provide those, but the associated specs provide the appropriate level of scoping for the respective systems. See Attached 24R0019_Pre-bid Site Visit Roster_R *** 1 NOV 2023 Question and Answer: Question:�File ELB1_EAFB_Fuel_Dock_80_100_Backcheck_Vol_1_Dwgs.pdf has a file size nearly twice the size of the Volume 2 set.� This has created difficulty in processing, viewing, sharing and communicating the information.� Will the Government ask the designers to reduce or flatten the file size (similar to Volume 2) to allow for a more manageable document? Answer: Please assure you�re fully downloading the documents from PIEE and viewing them in a PDF viewing application/software. Viewing them through a viewer app on a web browser may result in reduced performance. File performance was checked on Government computers in both Adobe Acrobat Professional and Bluebeam Revu 20. In both cases, the PDF was easily navigable on Government hardware. Once downloaded, a contractor could consider (at their own risk) using a �reduce file size� function in an appropriate software. I believe both Adobe Acrobat and Bluebeam applications have this capability. The Government does not intend to do this as part of this solicitation.
