Description
THIS IS NOT A REQUEST FOR QUOTE (RFQ) This announcement serves as a notice of intent to solicit and negotiate with only one source under FAR 13.106. Only one responsible source and no other supplies or services will satisfy agency requirements. The applicable North American Industry Classification System (NAICS) Code is 541690. The Bureau of Reclamation intends to award a purchase order to Watercourse Engineering, Inc to Provide upgrades & maintenance to the Water Temp Model Platform (WTMP) that the vendor developed in FY20. The contract will be for 5 years. Some of the tasks include: 1. Develop detailed workplan and schedule for the overall modeling updates and maintenance project. 2. Annual Model Software Updates. 3. Annual model performance assessments and updates. 4. Determine the temperature control device (TCD) release by deviation from downstream temperature compliance. 5. Determine temperature performance of operations as specified by the CalSim 3 model. 6. Maintain the accuracy of the WTMP by updating physical process parameterizations. 7. Enhancing capabilities in support to store model inputs and model results as well as the tools to analyze results by comparing multiple scenarios. 8. Enhancing capabilities of the WTMP HEC-WAT user interface 9. Update physical facilities or operational requirements within the model representation. 10. Update model representations as a result of policy or regulatory decisions which influence project operations. These are only some of the tasks that will be included in the purchase order. Since Watercourse Engineering developed the WTMP model, Reclamation believes that they are the only vendor capable of providing upgrades & maintenance to it. Firms which can provide the services above must submit written notice to the Contracting Officer and must provide evidence in sufficient detail to demonstrate the respondent�s ability to meet the stated requirement. This is not a request for competitive quotations. All responses received by the due date will be considered by the Government. A determination by the Government not to compete this proposed action based on responses to this notice is solely within the discretion of the Government. Information received in response to this synopsis will be considered solely for the purpose of determining whether to conduct a competitive procurement. Responses shall include: 1) Company name, address, SAM Unique Entity ID and point of contact. 2) Information that would demonstrate that your business has the capability to provide the services mentioned above.
