Description
The U.S. Army Corps of Engineers (USACE), Nashville District (LRN) intends to issue a Request for Proposal (RFP) solicitation for a firm fixed-price (FFP) construction (with incidental supply) contract for the Wolf Creek Power Plant GSU Replacement Project in Jamestown, Kentucky. This Special Notice is being issued for planning and information purposes only. This notice is not a solicitation, nor is it to be construed as a commitment by the Government. The Government will not pay for any effort expended in responding to this notice, nor will the Government accept proposals as a result of this notice. Security:�In order to view the plans and specifications for this requirement, please submit a site visit request form to Alison Abernathy.� Industry Day: Pre-Proposal Site Visit remains on 3 January 2024 at 10:00 am Central Time at Wolf Creek Dam in Jamestown, KY. Address to arrive at is: Wolf Creek National Fish Hatchery Visitor and Environmental Education Center 50 Kendall Road Jamestown, KY 42629 ** All participants are required to have personal protective equipment, i.e. hard hat, safety glasses, reflective vests, and steel-toed shoes before entering the project site. Contractors who do not have these items present at the site visit may not be able to participate in the visit. An approved site visit request form will be needed for each individual attendee. Project Description: �The scope of the project is to replace ten (10) 13.8/161kV single phase Generator Step-up Unit (GSU) transformers at the Wolf Creek power plant. The single phase transformers will be replace with three (3) 3-phaser GSUs. The contractor may be responsible for: -�������� The design, manufacture, testing, and delivery three new 3-phase GSU transformers with internal neutral CTs by the transformer manufacturer -�������� Removal the existing surge arresters and retaining for installation on the new 3-phase transformers -�������� Draining and disposal of the existing transformer oil -�������� Removal and proper disposal of existing GSU transformers, and ancillary equipment, including spare transformer -�������� Removal of existing 15kV tubular bus system, including the metering instrument transformers for each existing transformer -�������� Removal of the existing 161kV conductors, and insulators for each existing transformer -�������� Installation of the new 15kV tubular bus system, including metering instrument transformers for the new 3-phase transformers -�������� Installation of the new 161kV conductors, and insulators on the new takeoff towers for the new 3-phase transformers -�������� Installation of two new 480V AC power cabinets in the switchyard -�������� Installation of new conduit and feeders to the new 480V AC power cabinets in the switchyard -�������� Installation of new conduit and feeders from the new 480V AC power cabinets in the switchyard to the new transformer power cabinets -�������� Installation of 125V DC wiring and conduit for control power, controls, and annunciation from the battery switchboard AS to each new transformer control cabinet -�������� Installation of three new 3-phase GSU transformers on the new transformer foundations -�������� Installation of the existing surge arresters onto the new 3-phase transformers -�������� Repair of the existing ground grid around each transformers and surrounding area as needed -�������� Modification of existing 161kV copper bus to accommodate the new three-phase transformers -�������� Removal of existing structures including the rails, the 15kV tubular bus support structures and foundations, the transformer foundations, and the take-off towers and foundations. This description is not intended to be all encompassing and is subject to change. Only draft plans and specs are available at this time. The final plans and specifications will be available with the solicitation announcement. The solicitation is expected to be released on or around 15 January 2024. Disclosure of the Estimated Magnitude of the Construction Project: The estimated price range is between $25,000,000.00 not to exceed (NTE) $49,000,000.00. NAICS Code and Size Standard: 237990 � Other Heavy and Civil Engineering Construction; $45,000,000.00 Type of Set Aside: None (Full and Open/ Unrestricted) SYSTEM FOR AWARD MANAGEMENT (SAM): Offerors are required to be registered in the System for Award Management (SAM) database (https://sam.gov) and Procurement Integrated Enterprise Environment (PIEE) at the time a proposal is submitted in order to comply with the annual representations and certifications requirements. Registration for PIEE is required as this is the only place proposals shall be submitted.
