Description

The U.S. Department of Health and Human Services (HHS), Indian Health Service (IHS), Division of Acquisition Policy (DAP), on behalf of the IHS, Office of Information Technology (OIT), intends to award a Purchase Order on a sole source basis American Psychiatric Association (APA) of Washington, DC to acquire the DSM-5-TR code set created and maintained by the APA and related user licenses for the use in the Resource Patient Management System (RPMS).� The anticipated period of performance will be one base year plus four option years. The sole source action will be issued under the authority of Federal Acquisition Regulation (FAR) 13.106-1(b)(1)(i) - only one source reasonably available due to the registered trademark for all its content by copyright held by APA.� APA is the sole provider of Diagnostic and Statistical Manual of Mental Disorders, Fifth Edition, Text Revision (DSM-5-TR) and DSM-5-TR electronic licenses. It is anticipated that the Government will award a Firm Fixed-Price (FFP) Purchase Order for this requirement. The North American Industry Classification System (NAICS) code is 513210 � Software Publishers, with a size standard of $41.5M. The Product and Service Code (PSC) is 7A21 IT and Telecom � Business Application Software (Perpetual License Software). This notice of intent is not a request for competitive quotes. Information received in response to this notice will be considered solely for the purpose of determining whether to conduct a competitive procurement. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. In doing so, interested sources must submit technical capabilities, and other information that demonstrates their ability to meet the Government's needs. At this time, no solicitation document is available and telephone requests will not be honored. No contract will be awarded on the basis of quotes received in response to this notice. If no affirmative written responses are received by 12/07/2023 @ 5 pm Eastern Standard Time (EST) a contract may be awarded to American Psychiatric Association Fundation.
