THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6-STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR COMMERCIAL ITEMS-AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A SEPARATE WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED. THE SOLICITATION IS BEING ISSUED USING SIMPLIFIED ACQUISITION PROCEDURES FOR CERTAIN COMMERCIAL ITEMS UNDER THE AUTHORITY OF FAR 13.5 The Application Systems Division (ASD) at the National Institute of Standards and Technology (NIST) located in Gaithersburg, MD requires software to mimic a set of users of web applications for web application performance monitoring.� ASD purchased Applicare manufactured by Arcturus Technologies to achieve this in FY2021.� ASD has worked with Arcturus and established 41 applications to monitor their status and send an alert if there is any issue with the application. These 41 applications include CBS, CSTARS, GMIS, NAIS, Business Object, NIST safety (IRIS), Inet, E2, Organization, MAXIMO, WIRS, MDSS, EMP and NIST visitor and many more.� ASD seeks to purchase maintenance and support renewal for this product. BRAND NAME JUSTIFICATION ASD requires software to do synthetic recording and playing. The software must be able to monitor application status, send alert email and must have customization�capability to integrate with Foglight.� Arcturus Applicare is the only product that can meet the Government�s requirements.
