THIS IS A REQUEST FOR SOURCES SOUGHT ONLY.� This Sources Sought is issued solely for information and planning purposes and shall not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. �This Sources Sought does not commit the Government to contract for any supply or service whatsoever. �Responders are advised the United States Government will not pay for any information or administrative costs incurred in response to this Sources Sought; all costs associated with responding to this Sources Sought will be solely at the interested party's expense. �Not responding to this Sources Sought does not preclude participation in any future RFP, if any is issued. �If a solicitation is released, it will be synopsized on the SAM website (sam.gov). �It is the responsibility of the potential offerors to monitor these sites for additional information pertaining to this requirement. Information provided shall be treated as Business Sensitive or Confidential to the responder, exempt from public release under the Freedom of Information Act. �MARCORSYSCOM may request further information regarding the capabilities of respondents to meet the requirements set forth in the announcement. �This Sources Sought announcement is released in accordance with FAR 15.201. Information provided in response to this Sources Sought announcement will not be considered an offer by the responding contractor and cannot be accepted by the Government to form a binding contract. Background: Program Manager (PM) Medium and Heavy Tactical Vehicles (MHTV) falls under Portfolio Manager Logistics Combat Element Systems within Marine Corps Systems Command (MARCORSYSCOM).� PM MHTV is responsible for total lifecycle management of Firetruck, Aircraft Rescue Firefighting / Expeditionary Firefighting and Rescue (ARFF/EFR), (P-19R). �MARCORSYSCOM, United States Marine Corps (USMC), seeks information to identify interested vendors with the technical capability to integrate existing Forward Looking Infrared (FLIR) technologies, produce, and deliver FLIR systems to PM MHTV for the P-19R. The P-19R is an USMC ARFF/EFR military vehicle based on a three-axle six-wheel drive (6x6) chassis with Commercial Off-the-Shelf firefighting equipment. �The P-19R was designed and manufactured by Oshkosh Defense, LLC. PM MHTV identified a requirement to add FLIR systems on P-19R in accordance with the National Fire Protection Association (NFPA) standard 414. �The system shall provide the P-19R the ability to detect people and objects under low-visibility conditions. �PM MHTV determined the development of a FLIR system would be appropriate in providing a mitigation capability to aid in airfield and structure fire events during operation of the P-19R. The United States Government does not possess sufficient rights in technical data to provide a technical data package for the existing P-19R in support of this effort. MARCORSYSCOM is seeking interested sources capable of performing the following tasks to provide technical capability in: ����� Outlining a feasible� �approach to developing the P-19R FLIR system. ����� Developing and delivering the P-19R FLIR system using technology that may be commercially available. ����� Testing and optimization of the P-19R FLIR system prototype. ����� Delivering Technical data and interfaces for the P-19R FLIR system prototype. ����� Current USMC maintenance capabilities and resources for implementation of FLIR systems. ����� Developing and delivering sustainment documentation to include, but not limited to, provisioning, installation, operation, fault diagnostics, and maintenance of the P-19R FLIR system. ����� Production of the P-19R FLIR system The vendor shall have the ability to transition the prototype system into production for the retrofit of the FLIR into P-19R. 1.1������ Purpose: This Sources Sought constitutes market research in accordance with FAR Part 10 and is not an RFP.� MARCORSYSCOM is issuing this Sources Sought to determine if two (2) or more small businesses can perform the work required.� A small business set-aside determination will be made after the Request for Capability Statements have been received and adjudicated. 2.0������ Requested Information: Interested respondents are requested to provide the information that identifies their capability and support as described in the 1.0 Background. 3.0������ Responses: Interested companies should submit, on company letterhead, a notice of interest including the name, telephone number, mailing address, and e-mail address of one (1) point of contact. �Please hand or digitally sign your letter of interest and e-mail it to the United States Government contacts listed below, with ""P-19R FLIR Sources Sought Response"" in the subject field. �The notice of interest should include a brief description of your company and its capabilities as they relate to the requirements set forth in the description provided above, and answers to the specific questions provided below. �Please limit your response to no more than five (5) pages on 8 �� x 11� paper, using 12-point font.� All responses must include the following information: Is your company a small or large business as defined by the Small Business Administration under NAICS code 336120 (a small business must have 1,500 or less employees)? Does your company have a satisfactory performance record for the type of work required? �Please provide examples of relevant and recent (within three (3) years) past performance. Does your company have the necessary organization, experience, accounting and operational controls, and technical skills, or the ability to obtain them? Please describe your capabilities. Please be advised that any proprietary information must be marked as such on a page-by-page and paragraph by paragraph basis.� The United States Government will not assume that any of the information provided by a respondent is proprietary unless it is conspicuously marked on this basis.� Moreover, the United States Government does not assume any duty to contact a respondent and inquire whether any unmarked information submitted in response to this Sources Sought is proprietary. Please do not submit proposals at this time.� The United States Government is only seeking sources/information for market research to determine the availability of commercial capabilities in the described areas.� Acknowledgement of receipt will not be made.� Availability of any formal solicitation will be announced separately.� Submittals will not be returned to the sender.�� Respondents will not be notified of the results of the evaluation.� It is the Contractor�s responsibility to check SAM.gov to get additional data. 3.1������ When to Submit: Responses are requested no later than 1200PM Eastern Standard Time (EST), on 05 January 2024.� All responses shall be addressed to Christopher Cox, christopher.cox1@usmc.mil, by email only. 3.2������ Questions: Questions or comments regarding this notice may be addressed to Christopher Cox, christopher.cox1@usmc.mil, by email only.� No questions will be accepted after 15 December 2023, at 1400 EST.�
