WVA Radial Forge Infrastructure� Design Bid Build Advanced Notice to �Contractors: U.S. Army Engineer District, New York, CENAN-CT, 26 Federal Plaza, New York, NY 10278-0090 The U.S. Army Corps of Engineers, New York District intends to issue a solicitation package seeking to award a firm-fixed price contract, for construction of the Radial Forge Infrastructure Project. The project consists of repairing, replacing, and upgrading infrastructure components to support a new Radial Forge at the Watervliet Arsenal (WVA) in Watervliet, NY. This project is one component of a larger comprehensive plan for Watervliet Arsenal to replace the existing circa 1970s Rotary Forge with a new Radial Forge. �This project will be solicited as a full and Open Competition via Design-Bid-Build (DBB) Best Value Trade Off (BVTO) in accordance with FAR. The Radial Forge Infrastructure design project is necessary as part of a comprehensive plan for WVA to replace the existing Rotary Forge with a Radial Forge. WVA is contracting directly with a company to design and install the forge equipment and foundation. The Radial Forge requires infrastructure to function including process water, compressed air, power and data. WVA also requires infrastructure for operations including domestic water for washdown, drainage from the forge basement, dust/exhaust extraction for optimal working conditions, lighting in the forge basement, and other minor utility infrastructure improvements. The scope will consist of the demolition and sawcut of existing paving, removal of an existing catch basin, and removal of a domestic water supply to Building 135. In addition, an existing oil waste line will be removed and replaced. A new fire line and post indicator valve will be constructed. Additionally, installation includes installation of pipe bollards, chain link fence, a new oil waste line, a new fire line and post indicator valve, and a new concrete equipment pad/paving. The installation of a new electrical substation, a new compressed air system, dust collector, and cooling tower are permanent exterior improvements that require earthwork/ excavation. Expanding and selective demolition & renovation of the existing Control tower to accommodate new equipment related to the Radial Forge.� Installation of a new cooling system providing process cooling water for heat removal from the forging process, including a new cooling tower and circulation pumps. A new exhaust filtration system to remove heat and particulates created during the forging process. This will be contained in a dust collector external to the main building. A new cooling system providing space temperature control to the new and existing control tower spaces. Upgrades and replacement of various existing building heating and ventilation systems. A new compressed air system to support the Radial Forge. Extending power from an existing substation to a new 480V substation which will then be extended to the new forge electrical equipment, new MCC, cooling tower, duct collector, pumps, and other equipment identified. Providing power, lighting and data upgrades to support the upgrade and expansion of the existing forge control room. � Modifying the existing fire protection system. Selective demolition and installation of a new fire alarm system within the area of work. It is anticipated that the DBB BVTO will be posted electronically via the System for Award Management (SAM) web-site on or about 22 December 2023 and the proposals will be due approximately 45 days later. �Any and all amendments shall be likewise posted on the SAM web-site. Hard copies will not be available. It is the contractor's responsibility to monitor the SAM web-site for any amendments. Bidders/Offerors are required to be registered in the System for Award Management (see www.sam.gov). The period of performance for this project is 1,005 calendar days from the Notice to Proceed date. The applicable North American Industry Classification System (NAICS) code is 236220 for commercial and institutional facilities. The magnitude of this construction is estimated to cost between $10,000,000.00 and $25,000,000.00. The media selected for issuance of Synopsis/Solicitation and amendments shall solely be at the discretion of the Government; accordingly, the media utilized for this project shall be the internet, Telephone, email or fax requests for the solicitation will not be accepted or honored. Paper copies of this solicitation and amendments, if any, will not be available or issued. All vendors who want access to the solicitation must be registered with the SAM. Prospective contractors must be registered in sam.gov prior to award. Lack of registration in SAM may make an offeror ineligible for award.
