- The project consists of the design-build construction of a two-story ARCENT�Readiness Training Center (ARTC) Search House with pre-engineered building�(PEB), simulated tunnel system, and associated site work.� In accordance with FAR 9.502(c), ""An organizational conflict of interest (OCI) may result when factors create an actual or potential conflict of interest on an instant contract...""� In this case, FAR 9.505(b)(2) applies as this requirement has been solicited previously and those contractors who received the solicitation may have a potential OCI and shall be prohibited from receiving the contract award.� If an offeror requests an exception to the prohibition of an OCI, then the offeror shall submit an Organizational Conflict of Interest Mitigation Plan with its offer for evaluation.� If the apparently successful offeror submits an acceptable Organizational Conflict of Interest Mitigation Plan, and the plan is approved, then the Contracting Officer will incorporate the Organizational Conflict of Interest Mitigation Plan into the resulting contract.� Organizational Conflict of Interest Mitigation Plans are discussed in DFARS Subpart 209.571-4 Mitigation.� Electronic Proposal Submission is required through the Army�s Electronic File Sharing Service, Procurements Integrated Enterprise Environment (PIEE) (https://piee.eb.mil/).
