Description
This is a sources sought. No award will be issued from this notice. This sources sought is for a non-personal services contract under which the personnel rendering the services are not subject, either by the contract�s terms or by the manner of its administration, to the supervision and control usually prevailing in relationships between the Government and its employees. The United States (U.S.) Government shall not exercise any supervision or control over the Contractor�s employees performing the tasks herein. Such contract employees shall be accountable solely to the Contractor who, in turn shall be responsible to the U.S. Government. The 410th Contracting Support Brigade is seeking to obtain support to provide Bus Transportation Services in Barbados. The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to provide Bus Transportation Services. The contractor shall perform to the standards in this sources sought. See attached performance work statement for additional details. Performance Requirements are as follows- The Contractor shall provide commercial leased vehicles with drivers in accordance with Technical Exhibit 1 � Commercial Leased Vehicles with Drivers, Locations and Special Instructions. All required vehicles shall be issued with a full tank. Fuel must be provided through period of usage and during redeployment and retrograde operations. All vehicles will be equipped with power steering, power brakes, air conditioning system, GPS, and with standard safety equipment as required by local transportation laws. Requirements will include, but are not limited to, seat belts, serviceable spare tire, jack and tire tools, warning devices (such as a warning triangle) and no front windshield cracks or breaks. Vehicles must be in compliance with all local vehicle and/or transportation regulations during the entire period of contract performance. Additionally, the contractor shall provide transportation services for 20 personnel as specified in Technical Exhibit 1 in coordination with the Contracting Officer (KO) and the Contracting Officer Representative (COR). 5.1. Basic Services.� The contractor shall provide services for all vehicles, and they must be fully operational. The Contractor shall provide vehicles not older than three (3) years old unless approved by the KO/COR. The Contractor shall repair or replace damaged vehicles within 24-hour notification from the COR. The Contractor shall have the availability of backup vehicles in the event of maintenance breakdown. 5.1.2. The Contractor shall ensure that the vehicle operators are able and capable of safely operating vehicles and are not under the effects of alcohol or drugs at least eight (8) hours prior to and during the performance of their duties. Any vehicle operator suspected of reporting for duty under the effects of alcohol or drugs shall be immediately reported to the COR. Any vehicle operator found to be under the influence of drugs or alcohol shall be removed from the site and shall not allowed to return. The Contractor shall replace the operator within four (4) hour notification from the COR. 5.1.3. The Contractor shall provide to the KO and COR, a copy of the driver�s license of each driver assigned to this contract. A copy of the license shall be sent via electronic form one day after contract award.
