- This is a sources sought. No award will be issued from this notice. This sources sought is for a non-personal services contract under which the personnel rendering the services are not subject, either by the contract�s terms or by the manner of its administration, to the supervision and control usually prevailing in relationships between the Government and its employees. The United States (U.S.) Government shall not exercise any supervision or control over the Contractor�s employees performing the tasks herein. Such contract employees shall be accountable solely to the Contractor who, in turn shall be responsible to the U.S. Government. The 410th Contracting Support Brigade is seeking to obtain support to provide Rental Vehicles in Barbados. The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to provide Rental Vehicles . The contractor shall perform to the standards in this sources sought. See attached performance work statement for additional details. Performance Requirements are as follows- 1.Basic Servies: The Contractor shall provide Rental Vehicle Services. All required vehicles must be diesel and issued with a full tank. If diesel vehicles are not available, the contractor will be responsible for providing all fuel and include the fuel in the firm fixed contract price. All vehicles are required to come with drivers. All vehicles will be equipped with power steering, power brakes, air conditioning system and with standard safety equipment as required by local transportation laws. Requirements will include, but are not limited to, seat belts; serviceable spare tire, jack and tire tools, warning devices (such as a warning triangle) and no front windshield cracks or breaks. Vehicles must follow all local vehicle and / or transportation regulations during the entire period of contract performance. 2.�The Contractor shall provide diesel type vehicles. If diesel vehicles are not available, the contractor will be responsible for providing all fuel and include the fuel in the firm fixed contract price. All vehicles and systems shall be in excellent mechanical condition and fully operational. The Contractor shall provide vehicles not older than 10 years old unless approved by the US Government. 3.�The Contractor shall repair or replace damaged vehicles with the same type of vehicle within 24 hour notification from the COR. The Contractor shall have the availability of back up vehicles to transport personnel in the event of maintenance breakdown. 4.�Inspection: The COR and a trained US Government vehicle mechanic will conduct a joint vehicle inspection with the Contractor to ensure physical and mechanical condition of the vehicle and equipment satisfies the US Government�s needs, safety needs, and applicable local Government transportation laws during the initial delivery and once a month thereafter. 5.�Insurance: In the event of an accident, the contractor is solely responsible for all damages to its property and/or any damage to a third party. The US Government assumes no liability for damages or injuries. The Contractor shall provide FULL COVERAGE insurance for their vehicles as may be required by Guyanese laws and as stated in FAR clause 52.228-8, Liability and Insurance - Leased Motor Vehicles.
