Sources Sought:� 19INLE24I0003 INL Colombia DIRAN Computers and Peripherals (PCS: 7B21 NAICS: 423430) Background:������ As part of the assistance of the Embassy of the United States in Bogot� to the Government of Colombia, the International Narcotics and Law Enforcement (INL) section supports several groups within the Colombian National Police, Narcotics Directorate (CNP-DIRAN). The development of activities against organized crime requires access to databases with computer equipment by judicial police personnel assigned to the fight against drug trafficking, organized crime, environmental crimes, immigration, etc. Within the CNP, the DIRAN is responsible for the prosecution of drug trafficking crimes, as well as administration and implementation of the strategy to combat criminal gangs, including operational capacity, coverage, and development of operations against organized crime. The International Narcotics and Law Enforcement Affairs Bureau (INL) is interested in the acquisition and supply, of computers for the National Police of Colombia, according to the description and technical specifications hereby detailed in the attached ANNEX A. This Sources Sought notice is issued for planning purpose only, and does NOT constitute a solicitation for proposals, offers, bids, and/or quotes. This is not an announcement of a forthcoming solicitation, or confirmation that the Government will contract for the items contained in the Sources Sought, nor is any commitment on the part of the Government to award a contract implied. Responses to this notice will assist the Government in identifying potential sources in determining if a Service-Disabled Veteran Owned Small Business (SDVOSB), Small Disadvantaged Businesses 8(a), Historically Underutilized Business Zone Small Business (HUBZone), or Women-Owned Small Business (WOSB) set-aside of the solicitation is appropriate, and in determining whether this approach to securing contracting support is practicable. The government also seeks input form industry as to reasonable delivery timelines for the procurement and delivery of said equipment and whether vendors are able to supply laptops that are manufactured with Spanish keyboards installed (not separate keyboards). Respondents are advised that the Government will not pay for any information or administrative cost incurred in response to this Sources Sought. Responses to this notice will not be returned. The following information is required in this RFI/Sources Sought: 1.� Company name, point of contact, phone number, and address; 2.� UEI Number and CAGE Code; 3.� Interest in nature of participation [e.g., prime contractor, teaming partner, primary subcontractor]; 4.� SDVOSB/HUBZONE/8(a)/WOSB certification; 5.� Statement of capabilities in providing provide servers, storage, memory, switching, licensing, and installation services and technical support indicating that the vendor can perform the requirements as stated. 6.� Examples of relevant past performance. 7. Reasonable expectations for delivery timelines 8. Ability to provide laptops manufactured with Spanish language keyboards 9. Questions, clarifications and/or recommendations to INL to inform a subsequent Notice of Funding Opportunity. Interested contractors may provide the above information via e-mail to the addresses listed below. Information submitted must be in sufficient detail as to allow for a thorough government review of firm's interest and capabilities. This information is due no later than Monday, December 18, 2023 at 5:00 PM EST. Primary Point of Contact: Michele Coccovizzo Senior Contract Support Specialist CoccovizzoML@state.gov TECHNICAL SPECIFICATIONS The Contractor shall provide warranty, maintenance, and support in Colombia.� The Contractor shall provide said services in Spanish.� All hardware and software shall be provided with a minimum of one (1) year of warranty (parts and labor) and technical support related to issues that could arise with the operation of the equipment. DELIVERY (SHIPPING AND HANDLING INSTRUCTIONS) The equipment shall be delivered to INL warehouse in Colombia, Calle 22B # 32-62 if originating in Colombia or INL Freight Forwarder in Miami, FL. � USA for shipments originating in the United States. Freight Forwarder Information and POC: Richard Issa Operations Manager Goldbelt Security, LLC 1567 NW 82ND AVE DORAL, FL 33126 786.486.8848 richard.issa@goldbelt.com The Contractor shall properly pack and consolidate the entire shipment to prevent damage, loss and/or misdirection.� Upon notification, the contractor shall replace any items lost or damaged during shipment. Partial shipments are not allowed unless approved in writing by the Contracting Officer. The items acquired through this contract will be donated to the government of Colombia, Colombian National police.� In addition to ensuring that all items are prepared for safe shipment, the contractor shall include all the necessary export approvals, required material data safety sheets, licenses, and paperwork.� One copy of the packing list and commercial invoice must accompany the shipment, attached to the outside of the �lead� or number one box/carton/package, or individually attached to the outside of each box/carton/package.� The packing list shall include, at a minimum: description, brand name, serial number (if any), and quantities. �WARRANTY Warranty shall be effective in Colombia.� The Contractor shall be solely responsible, at no additional cost to the Government, of export/import procedures, shipping costs, parts, labor, and any other costs required for all repairs/replacements performed under warranty.� The full warranty coverage shall be no less than one (1) year, from the date of Government acceptance, for each system component. CUSTOMS CLEARANCE AND TAX EXEMPTIONS If applicable, the U.S. Government will assist the Contractor in obtaining customs clearance and tax exemption certificates from the Government of Colombia. INSPECTION AND ACCEPTANCE The designated COR will also inspect items received to verify compliance with this SOW. Designated COR will formally accept the equipment once verification is completed, and a determination is made that the system is fully operational at the site of destination of the equipment: The Colombian National Police Complex. The packing list of all equipment shall include at a minimum: description, brand name, serial number (if any), and quantities. The INL logistics team shall assign and inventory sticker to these serialized non-expendable items, with an assigned INL serial number that facilitates End Use Monitoring PERIOD OF PERFORMANCE (POP) or ESTIMATED DELIVERY DATE Performance period for this contract will be no more than 90 days from the date of award.� The Contractor shall interpret any reference made to days, as calendar days
