INTRODUCTION PURSUANT TO FAR Subpart 5.2�Synopses of Proposed Contract Actions, THIS IS A PRE-SOLICITATION NOTICE OF A PROPOSED CONTRACT TO ACTION. �� The National Institute on Drug Abuse (NIDA), Office of Acquisitions, Contracts Management Branch Blue, NIA Section on behalf of the National Institute on Aging intends to negotiate and award a contract for clinical, epidemiological, and genetic characterization of Alzheimer�s patients in the admixed Mexican population. EXTENT OF COMPETITION This acquisition is full and open with no set-aside restrictions NORTH AMERICAN INDUSTRY CLASSIFICATION SYSTEM (NAICS) CODE The intended procurement is classified under NAICS code 541715 with a Size Standard of 1,000 employees. REGULATORY AUTHORITY The resultant contract will include all applicable provisions and clauses in effect through the Federal Acquisition Circular (FAC) 2024-01, dated 11/14/2023. This acquisition is conducted under the procedures as prescribed in FAR Subpart 15�Contracting by Negotiation at an amount exceeding the simplified acquisition threshold inclusive of options. DESCRIPTION OF REQUIREMENT Project Description This requirement is for the clinical, epidemiological, and genetic characterization of Alzheimer�s patients in the admixed Mexican population Purpose and Objectives The purpose of this requirement is to establish a multicentre cohort study in Mexico and characterize AD patients� clinical, genetic, and phenotypic diversity in the admixed Mexican population, a group with unique genetic admixture and environmental exposures that is underrepresented in AD research. First, the Contractor shall determine the genetic substructure and familial contributions to AD in Mexico. This will advance efforts to treat AD in patients with rare mutations. Second, by assembling this large cohort, the Contractor shall work to establish a preliminary Mexican-specific polygenic risk score (PRS) for predicting AD risk in future samples. Period of Performance The anticipated period of performance consists of a base year with one 12 month option period as follows: Base Period: September 30, 2024 � September 29, 2025 Option Period 1: September 30, 2025 � September 29, 2026 CLOSING STATEMENT The solicitation will be issued on or about December 20, 2023, and bids or proposals will be tentatively due about 30 days after the solicitation release date.
