- PRE-SOLICITATION NOTICE Solicitation No.:� 19GE5024R0007 The Regional Procurement Support Office, Frankfurt provides the following Pre-Solicitation Notice regarding the issuance of a Request for Proposal (RFP) for: Nuclear Energy Consulting Services for the U.S. Embassy Bucharest, Romania The Regional Procurement Support Office in Frankfurt, Germany, intends to issue an RFP and award a Firm Fixed Price type of contract during the first quarter of calendar year 2024. The successful contractor shall seek to engage an industry consultant in Bucharest to develop concrete projects in the country and region with Romanian partners, including Moldova and Poland, consistent with recent announcements. Additionally, this expert may support other neighboring countries, such as Bulgaria, Moldova, and Serbia. Consultant will coordinate with member states and advance EU-level policy advocacy and in support of USG priorities for nuclear energy and small modular reactor (SMR) development in the European Union. The consultant is expected to have and maintain networks of local decision makers and stakeholders to gather intelligence and advance U.S. equities. Consultants will seek to inform the USG on specific needs for project development, including regulations, legislation, timelines and financing, and report regularly on local dynamics, including nuclear industry activities. Consultants should be experienced in developing and implementing energy strategies and projects. They must be familiar with national decision-making requirements and have strong relationships with local decision makers to increase adoption and acceptance of nuclear energy through specific initiatives in non-power applications and support integrated EU/MEMBER STATES financing alternatives. The consultants will not perform inherently governmental functions, but will simply provide focused, timely analysis on SMR developments in key markets in Europe. ��� Offerors must be authorized to perform services within Romania and the personnel proposed to fill each position must be authorized to work in Bucharest. The contract�s period of performance shall begin upon the issuance of a notice to proceed and last 12 months, with four additional option year periods. APPLICATION FOR SOLICITATION DOCUMENTATION CHECK LIST In applying for the solicitation material, you are acknowledging that your company is able to reach compliance with the following highlighted requirements included in the solicitation. In accordance with DOSAR 652.242-73 AUTHORIZATION AND PERFORMANCE (AUG 1999), it will be necessary for your organization to possess authorization to operate and do business in the country in which this contract will be performed. Furthermore, authorization shall include the requirement to be registered to do business in Bucharest: a.�� A thorough description as to what steps you have taken to investigate all requirements to obtain authorization to perform in the given country, and to obtain in-country business registration. b.�� Details of your findings and a description of what your organization will be required to undertake to obtain licensing; and c.�� Specific information concerning the period of time you anticipate it will take to obtain appropriate authorization. You will be required to provide information that clearly shows you are able to perform work in Romania.� Any entry or work visa issues requirements must be clearly discussed with a plan to mitigate any risk clearly identified.� Contract award can only be made to a contractor who is registered in the System for Award Management (SAM).
