Description
Amendment 2 The NPS amends this solicitation and provides responses to questions received. There is no change to the deadline of the Notice of Intent to Propose or the proposal due date. Amendment 2 will be available at https://www.nps.gov/subjects/concessions/prospectuses.htm. _____________________ Amendment 1 The NPS amends this solicitation to add Appendix F to the prospectus, which provides the October 18, 2023, site visit agenda and attachments provided to site visit participants.� _____________________ The National Park Service (NPS) provides notice of the release of a Prospectus to solicit proposals for the award of one (1) Concession Contract (No. CC-ZION003-25) to provide lodging, food and beverage, and retail within Zion National Park (�Park�). The Director of the Service has determined that no preferred offeror for this Draft Contract exists pursuant to the terms of 36 C.F.R. Part 51. This solicitation for commercial visitor services is fully competitive. The effective date of the next Concession Contract is expected to be January 1, 2025. The Prospectus explains the business opportunity and the terms and conditions under which the NPS will award the Concession Contract. The Prospectus will be available at https://www.nps.gov/subjects/concessions/prospectuses.htm. Offerors� Site Visit The NPS will host a site visit for entities interested in bidding on the opportunity on October 18, 2023, after the release of the solicitation. The site visit provides interested entities an overview of the concession operation and a tour of many of the Concession Facilities (land and real property improvements assigned to the concessioner under the Draft Contract). Registration is required to attend the site visit. To register, contact Doug Dawson, Zion National Park Concessions Management Specialist, at Doug_Dawson@nps.gov no later than 4:00 pm Mountain Time on October 11, 2023. You must provide your name, contact information, the name of the entity interested in submitting a proposal that you represent, the primary contact for the entity, and the number of people in your party. Due to space constraints, the NPS limits the number of site visit attendees to a total of five (5) people per interested entity. All individuals attending the site visit must disclose to the NPS the names of the interested entities engaging their services. See the related notice for additional details. Questions Due If you do not understand something in this Prospectus, you must submit your questions or comments to Jennifer Parker, Commercial Services Program Lead, via email at Jennifer_Parker@nps.gov no later than 4:00 p.m. Mountain Time on November 1, 2023. The questions must be in a format that allows the NPS to copy them to Microsoft Word. Notice of Intent to Propose If you plan to submit a proposal in response to this solicitation, you must notify Jennifer Parker, Commercial Services Program Lead, via email at Jennifer_Parker@nps.gov no later than 4:00 p.m. Mountain Time on December 20, 2023. The NPS will not accept proposals from entities that do not provide notice on or before that date. Submission of an Electronic Proposal In order to be evaluated and considered for award of a Concession Contract, the Electronic Proposal must be received by the Commercial Services Program Lead, Interior Regions 6, 7, & 8, National Park Service by 4:00 p.m. Mountain Time on January 11, 2024. After the Notice of Intent to Propose deadline and prior to the electronic proposal submission deadline, you will receive a welcome email message from the NPS�s Microsoft Teams platform at the email address you provided when you notified the Service of your intent to submit a proposal. You must accept the invitation before you can access the Teams site to upload your proposal. The NPS will not accept proposals submitted in hardcopy or via another electronic platform, including email. See Prospectus Part II Proposal Instructions for details on submitting an Electronic Proposal. Contact List To be put on a contact list to receive amendments or any additional information specific to the Prospectus, interested parties must provide their contact information (name, email address, and phone number) to Jennifer Parker via email at Jennifer_Parker@nps.gov. Information relative to the solicitation will also be posted to the above-mentioned website. The contact list already includes the Existing Concessioner.
