- NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE QUOTES. Naval Facilities Engineering Systems Command, Southwest (NAVFAC SW) intends to issue a Firm Fixed Priced contract under the authority of Federal Acquisition Regulation (FAR) 13.106-1(b)(1)(i), Soliciting from a Single Source, as only one responsible source has been identified as reasonably available to provide the supplies that will satisfy the agency requirements. � Award is anticipated to occur on or about December 8, 2023 to RSMeans Company, LLC (RSMeans) for RSMeans Costworks Cost Estimation On-Site Training. Three (3) day instructor-led course on Cost Estimation using Facility Maintenance and Repair Data to develop estimates. Includes classroom,instructor, books and other training materials for approximately thirty (30) students. The period of performance will be December 15, 2023 � February 15, 2024. This Notice of Intent is not a request for Expressions of Interest (EOIs), proposals, or quotations. No solicitation documentation exists and no telephone inquiries will be accepted. No contract award will be made on the basis of proposals or quotations received in response to this notice. As indicated in the approved Justification and Approval Form, RSMeans Training is proprietary to RSMeans. The suggested source, RSMeans, (Cage Code 5L556) is the only qualified contractor in the U.S. authorized to perform these services. The North American Industry Classification System (NAICS) code for this requirement is 611430 Professional Management and Development Training with the size standard of $15 million. The applicable Product Service Code is U009. This synopsis is for notification purposes only and does not constitute a solicitation for EOIs, bids, quotes, or proposals. However, responses may be submitted via email only to Robert Salomon, Contract Specialist at: robert.m.salomon2.civ@us.navy.mil. Responses received no later than 12:00 pm Pacific Time on December 7, 2023, may be considered by the Agency. Information received will generally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the Government.
