REQUEST FOR INFORMATION (RFI) TECHNICAL DESCRIPTION FOR SMALL ARMS PROTECTIVE INSERT (SAPI) INTRODUCTION The Army Contracting Command � Aberdeen Proving Ground (ACC-APG) is issuing this RFI as a means of conducting market research to identify potential sources having an interest and industry technologies available to support/provide the Small Arms Protective Inserts (SAPI). The result of this market research will contribute to determining the method of procurement if a requirement materializes. Based on the responses to this RFI/market research, this requirement may be set-aside for small businesses (in full or in part) or procured through full and open competition. Multiple awards may be made. All small business set-aside categories will be considered. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding submissions. DISCLAIMER THIS REQUEST FOR INFORMATION IS FOR MARKET RESEARCH PURPOSES ONLY. THIS IS NOT A REQUEST FOR PROPOSAL (RFP) TO BE SUBMITTED. IT DOES NOT CONSTITUTE A SOLICITATION AND SHALL NOT BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT. RESPONSES IN ANY FORM ARE NOT OFFERS AND THE GOVERNMENT IS UNDER NO OBLIGATION TO AWARD A CONTRACT AS A RESULT OF THIS ANNOUNCEMENT. NO FUNDS ARE AVAILABLE TO PAY FOR PREPARATION OF RESPONSES TO THIS ANNOUNCEMENT. ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS TECHNICAL DESCRIPTION IS STRICTLY VOLUNTARY. PROGRAM BACKGROUND The U.S. Army Security Assistance Command (USASAC) is a subordinate activity of the U.S. Army Material Command (AMC). USASAC leads the AMC Security Assistance Enterprise; develops and manages security assistance programs and foreign military sales cases to build partner capacity, support Combatant Commands (COCOM) engagement strategies and strengthens U.S. Global partnerships. The purpose of this RFI is to identify potential sources with the technical capability and necessary resources to provide Small Arms Protective Inserts (SAPI) for Foreign Military Sales (FMS) customers throughout the world. The anticipated period of performance will be 60 months inclusive of five (5) one (1) year ordering periods. Anticipated contract type will be a multiple award Indefinite Delivery/Indefinite Quantity (IDIQ) contract, with Firm Fixed Price (FFP) delivery orders. REQUIRED CAPABILITIES The Contractor shall provide Small Arms Protective Inserts (SAPI). If your organization has the potential capacity to perform these contract services, please provide a tailored capability statement addressing the particulars of this effort, with appropriate documentation.� � � � � � �a. Capability Statement to include: technical capability to meet the Government's requirements to include experience of� � � � � � � � � � � � � personnel, organizational history on meeting this or similar requirements, and corporate acumen in managing multiple� � � � � � � � � � � � government contracts of the same or similar nature. The capabilities statement must be presented in sufficient detail for� � � � � � � � � � the Government to determine that your company possesses the necessary mission area expertise and experience. If� � � � � � � � � � � � significant subcontracting or teams is anticipated in order to deliver technical capability, organizations should address the� � � � � � � � � administrative and management structure of such arrangements. SPECIAL REQUIREMENTS Any resulting contract shall be compliant with the specialty metals restriction of the Berry Amendment (10 U.S.C. 2533a and 2533b) in accordance with DFARS clauses 252.225-7008 and 252.225-7009. ELIGIBILITY The applicable NAICS code for this requirement is 339113 with a Small Business Size Standard of 800 Employees. The Product Service Code (PSC) is 8470. SUBMISSION DETAILS Interested businesses should submit a brief capabilities statement package (no more than ten 8.5 X 11-inch pages, font no smaller than 10 point) demonstrating ability to provide the products/systems listed in this Technical Description. Documentation should be in bullet format. No phone or email solicitations with regards to the status of the RFP will be accepted prior to its release. Your response to this RFI, including any capabilities statement, shall be electronically submitted to the Contract Specialist, Andrea Seaman, in either Microsoft Word or Portable Document Format (PDF), via email at andrea.l.seaman.civ@army.mil no later than 4:00 p.m. EST on 22 December 2023 and reference this synopsis number in subject line of e-mail and on all enclosed documents. Information and materials submitted in response to this request WILL NOT be returned. DO NOT SUBMIT CLASSIFIED MATERIAL. All data received in response to this RFI that is marked or designated as corporate or proprietary will be fully protected from any release outside the Government. PRODUCT CHARACTERISTICS Small Arms Protective Insert (SAPI) worn by ground troops. When placed in the Outer Tactical Vest (OTV) / Improved Outer Tactical Vest (IOTV) or Soldier Plate Carrier System (SPCS) (as a component of the Interceptor Body Armor (IBA) system), or Soldier Protection System (SPS), the insert will provide ballistic protection from specific 5.56 mm and 7.62 mm rifle rounds. Product Manager Soldier Protective Equipment (PM SPE) designates the SAPI a Critical Safety Item (CSI).
