Description
The Naval Information Warfare Center (NIWC) Atlantic's intent to award a Firm-Fixed- Price purchase order on a noncompetitive basis to Avaya Federal Solutions, Inc. (Cage 4NGZ0) for onboard installation support for the IVN system. Support includes equipment power verifications, equipment light-off/testing, and programming and configuration of system components. The Government intends to negotiate solely with Avaya Federal Solutions, Inc. under the authority of FAR 13.106-1(b). Avaya is the original equipment manufacturer of the equipment that is currently installed on the ship. Due to proprietary rights, Avaya or an explicitly authorized Avaya service provider is the only provider with the expertise to properly install and program the equipment. In addition, some equipment may still be under warranty during the time of installation, and Avaya must be present in order to work with this equipment. The warranty can potentially be voided if a company outside of Avaya attempts to work on the IVN system. The result of which is the Government will have to pay Avaya to maintenance or repair the system if there is an issue found due to the work by an outside company. The NAICS Code is 541512 and the Small Business Size Standard is $34,000,000. This notice is not a request for competitive quotes; however, any responsible source believing that it can fulfill the requirement may submit a capability statement, proposal, or quotation. Responses to the solicitation notice can be submitted via the NAVWAR E-Commerce website at NAVWAR E-Commerce Central (navy.mil) by December 20, 2023. Questions concerning this notice should be directed to Brianna Durtschi at Brianna.a.durtschi.civ@us.navy.mil. All responses received by December 20, 2023 will be considered by the Government for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete the proposed purchase order based upon responses to this notice is solely within the discretion of the Government.
