- Description This is a combined synopsis/solicitation for commercial products and commercial services prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6, Streamlined Procedures for Evaluation and Solicitation for Commercial Products and Commercial Services, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested, and a written solicitation document will not be issued. This solicitation is issued as an RFQ. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2023-06. This solicitation is set-aside for SDVOSB. The associated North American Industrial Classification System (NAICS) code for this procurement is 811310, with a small business size standard of $12.5 Million. The PSC is J049. The James J. Peters VA Medical Center, Bronx, NY has a requirement for emergency services to replace a vacuum system consisting of three Busch medical vacuum pumps. All interested companies shall provide quotations for the following: Supplies/Services Line Item Description Quantity Unit of Measure Unit Price Total Price 0001 Replace Three (3) Vacuum Pumps 1 JB Statement of Work Title: CLC Vacuum Pumps Replacement Background: The James J. Peters Veterans Affairs Medical Center located at 130 West Kingsbridge Road, Bronx NY, 10468 is seeking emergency services to replace their vacuum system consisting of three vacuum pumps. It is critical for all three pumps to get replaced immediately to ensure the safety and security of residents of the CLC and all supporting staff. Scope of Work: The contractor shall provide all resources (labor, equipment, travel, parts, and services) necessary to replace the vacuum system. Required services include the demolition and removal of old equipment, new mechanical, electrical, plumbing, controls as well as other design considerations for the replacement of the medical air compressor system. The vacuum system will be replaced in kind or with similar components if prior approval and authorization is obtained from the Contracting Officer Representative (COR). All maintenance, repairs, and service work shall be in accordance with the manufacturer s manual. Contractor shall coordinate with the COR or the Utility Plant personnel prior to performing any maintenance. No shutdown is required as one of the existing three pumps is fully operational. During maintenance, repairs, and service there needs to be the capability to continuously provide medical vacuum to the facility. Pump/ Motor Assembly Name 3-5 HP Medical Vacuum Pump Capacity 26.0 SCFM @ 19' Hg (at sea level) per 5 HP pump. Electrical 230-460 Volts / 3Ph / 60Hz Type Lubricated Rotary Make Busch Qualifications & Technical Capability: The Contractor shall, without additional expense to the Government, be responsible for obtaining any necessary licenses, permits and certifications. The contractor is responsible for complying with any Federal, State, and municipal laws, codes, and regulations applicable to the performance of the work. The contractor shall have expertise in medical air compressors, medical air, and vacuum system equipment. The Contractor shall provide any necessary certifications and training documentation for all construction personnel on site before work begins. Per NFPA 99, ASSE 6010 certification is required for installation and ASSE 6030 certification is required to verify the med gas system after installation. Safety and Security: The Contractor shall be responsible for all damages to persons or property that occur as a result of the Contractor s fault or negligence. Contractor shall provide proper protective coverings for open trenches that will always be in place when work is not being performed or during an emergency in order to maintain a safe environment. Place of Performance: James J. Peters VA Medical Center 130 West Kingsbridge Road Building 106, CLC (Roof) Bronx NY, 10468 Period of Performance: All work shall be completed within 30 days of Notice to Proceed. Any circumstance that requires extending the contract shall be coordinated with the Contracting Officer at least five working days prior to contract expiration. This requirement is a one-time service and does not include option years. Schedule: Services shall be performed during normal business hours (8:00am - 4:30pm). The Contractor should not plan to provide repair service during observed Federal Holidays unless otherwise scheduled with and approved by the medical center s POC or designee. If scheduled and approved, it shall be at no additional cost to the VA. Award will be based upon a comparative evaluation of quotes in accordance with the Simplified Acquisition Procedures of FAR 13. Comparative evaluation is the side by side pairwise comparison of quotes based on factors resulting in a Contracting Officer decision for the quote most favorable to the Government. The following are the decision factors: Basis for Award. The Government will issue a purchase order to the responsible quoter whose quotation conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate quotations: Technical Capability Past Performance Price Evaluation Approach. The Government will evaluate quotations using the comparative evaluation process outlined in FAR 13.106-2 (b) (3), where quotations will be compared to one another to determine which provides the best benefit to the Government. The Government reserves the right to consider a quotation other than the lowest price that provides additional benefit(s). Quotations may exceed minimum requirements of the solicitation. The Government reserves the right to select a quotation that provides benefit to the Government that exceeds the minimum requirements of the solicitation but is not required to do so. Each response must meet the minimum requirements of the solicitation. The Government is not requesting or accepting alternate quotations. The evaluation will consider the following: Technical Capability: Technical capability is defined as an offeror's ability to satisfy the solicitation's requirements, providing the highest quality service to the specified facilities. Technical Capability will be determined on the basis of the qualifications of the offeror's capability statement. Subfactor A Quality: Describe proposed plan for performance of services, including the methods used to satisfy all elements described in the Statement of Work and the extent to which potential risks are identified and mitigated. Subfactor B Experience: The quoter shall provide 2-3 instances of experience of similar scope within the past 5 years. The Contractor shall be a firm regularly engaged in the repair, replacement, and installation of medical air compressors, medical air and vacuum system equipment. The quoter shall verify their capability to comply with NFPA 99 certification requirements (ASSE 6010 and ASSE 6030). Past Performance: Identify at least three references, preferably federal agency contracts, including contract number, dates of performance, points of contact, and telephone numbers, whereby you have provided the same or similar services, of the magnitude described in this solicitation. The past performance evaluation will assess the relative risks associated with a quoter s likelihood of success in fulfilling the solicitation s requirements as indicated by the quoter s record of past performance. The past performance evaluation may be based on the contracting officer s knowledge of and previous experience with the service being acquired, customer references, Contractor Performance Assessment Reporting System (CPARS) at http://www.cpars.gov/, and/or any other reasonable basis. Price: Vendor's price must be fair and reasonable as determined by Contracting Officer's price analysis. The Government will evaluate the price by adding the total of all line-item prices, including all options. The Total Evaluated Price will be that sum. The award will be made to the response most advantageous to the Government. Responses should contain your best terms, conditions. Addendum to 52.212-1, Instructions to Offerors-Commercial Product and Commercial Services: Submit signed and dated quotes to the office specified in this Request for Quote (RFQ) at or before the exact time specified. Quotes may be submitted on letterhead stationery, or as otherwise specified in the RFQ. As a minimum, quotes must show solicitation number for this requirement Name, address, and telephone number of offeror Technical description of services to be performed in accordance with the Statement of Work. This Technical description should address the requirement specifically. Capability statements that are merely an overview of what the contractor offers will be determined incomplete. Please address all decision factors. Failure to address all sub-factors will result in your package being determined incomplete. Terms of any express warranty Price VAAR 852.219-75 Certification Acknowledgement of any solicitation amendments Past performance information A statement specifying the extent of agreement with all terms, conditions, and provisions included in the solicitation. Offers that fail to furnish required representation or information or reject the terms and conditions of the solicitation will be excluded from consideration. Period for acceptance of Quotes. The quoter agrees to hold the prices in its quote firm for 30 calendar days from the date specified for receipt of quotes unless another time period is specified in an addendum to the solicitation. Late submissions, revisions, and withdrawals of quotes. Quoters are responsible for submitting quotes so as to reach the Government office designated in the solicitation by the time specified in the solicitation. If no time is specified in the solicitation, the time for receipt is 4:30 p.m., local time, for the designated Government office on the date that quotes are due. Any quotation received at the Government office designated in the solicitation after the exact time specified for receipt of quotes is ""late"" and may not be considered unless it is received before purchase order issuance and the Contracting Officer (CO) determines that accepting the late quotation would not unduly delay the acquisition. If an emergency or unanticipated event interrupts normal Government processes so that quotations cannot be received at the Government office designated for receipt of quotes by the exact time specified in the solicitation, and urgent Government requirements preclude a notice of an extension of the closing date, the time specified for receipt of quotes will be deemed to be extended to the same time of day specified in the solicitation on the first work day on which normal Government processes resume. Questions: All questions shall be submitted in writing via email to the Contract Specialist at Christopher.Weider@va.gov. All questions must be submitted no later than 3:00pm on Monday December 11, 2023. Not all questions will be answered. Answers to questions will be published via amendment to the solicitation. Issuance of Purchase Order. The Government may issue a purchase order to one or more quoters as identified in the Request for Quote (RFQ). Therefore, the quoter s initial quote should contain the best terms from a price and technical standpoint. However, the Government may reject any or all quotes if such action is in the public s best interest. The Contracting Officer (CO) may issue a purchase order to other than the quoter with the lowest priced quotation. End of Addendum to 52.212-1 To facilitate the award process, all quotes must include a statement regarding the terms and conditions herein as follows: ""The terms and conditions in the solicitation are acceptable to be included in the award document without modification, deletion, or addition."" OR ""The terms and conditions in the solicitation are acceptable to be included in the award document with the exception, deletion, or addition of the following:"" Quoters shall list exception(s) and rationale for the exception(s), if any.
