Description
This notice does not constitute a request for proposal or request for quotation nor does it commit the government to contract for these services. The intent of this notice is to provide the pre-solicitation notice as required by FAR 5.2, Synopsis of Proposed Contract Actions in preparation for release of the Request for Proposal (RFP) at a later date. On or about November 30, 2023, the Department of Labor, Office of the Assistant Secretary for Administration and Management (OASAM), Office of the Senior Procurement Executive (OSPE), Customer Acquisition Services (CAS), anticipates issuing a Request for Proposal (RFP) to obtain Medical Second Opinion and Examination Services for the Office of Workers� Compensation Programs, Division of Federal Employees�, Longshore, and Harbor Workers� Compensation (DFELHWC). The solicitation is anticipated to be issued on an unrestricted basis for full and open competition. The NAICS code for this requirement is 621111 with a size standard of $16 million. Contractors shall not directly contact the Contracting Officer or Contract Specialist to discuss this requirement.� During the solicitation phase, contractors will be provided the opportunity to submit relevant questions. The government contemplates a single Firm-Fixed Price contract with a period of performance consisting of a 12-month base period and two (2) 12-month option periods. SERVICE REQUIREMENTS In anticipation of multiple contract awards resulting from full and open competition procedures, each awardee will independently provide a full range of medical services including medical second opinion examinations and full file reviews for all OWCP, DFELHWC Offices located nationwide.� The services are necessary to support the adjudication of claims, payment of medical bills, payment of compensation, and compliance with legislative labor standards Federal Employees' Compensation Act, as amended and extended, 5 U.S.C. 8101 et seq.� During the anticipated three-year contract period, OWCP anticipates processing no more than 16,000 claims annually and no more than 80,000 overall, inclusive of option periods. The services required include Medical Second Opinion and Examination Services (SECOPs) as prescribed in Task 5 of the Performance Work Statement (PWS).� Upon contract award, the successful offeror(s) shall have the ability to provide the following services:� manage and provide a robust network of qualified, and appropriate medical physicians/specialists nationwide and within a reasonable commuting distance of each claimant�s residence with the exception of travel approved cases. �The number of available physician specialists and their knowledge of the AMA Guidelines 5th and 6th edition is the most important elements of these services in order to ensure the quality of medical reports are sufficient, viable and timely.� arrange timely scheduling of appointments for examinations and forward letters from the responsible claim�s examiners notifying claimants, their appointed representatives, and their employers of the claimants' responsibilities to appear and cooperate with scheduled medical exams. arrange for electronic receipt of referrals and associated documents, images, and videos, via an OWCP designated SFTP location. provide a secure website (password protected [https protocol/SSL]) that is operational and available for the initiation of referrals and uploading of all pertinent imaged documents if OWCP has determined that electronic submission via SFTP is not available. assure timely pick-up and delivery of all pertinent documents to and from the Government, contractor, and subcontractor (when applicable). assure the timely delivery of all medical reports within no more than 20 days from receipt of appointment. provide detailed quality assurance review of each medical report in order to ensure each report is comprehensive, unequivocal, unbiased, well-reasoned, consistent with the physical findings, responsive to all questions posed by the claims examiner and presented in a form and format specified by the OWCP.� Each report must be free of obvious errors in grammar, omissions and additions.� Quality Assurance is mission critical to these services.�� assure timely electronic transmission to an OWCP designated SFTP location of all medical reports and related documents (including appointment letters and notifications) with an accompanying XML data file that provides indexing attributes for each document. assure timely return delivery (to the OWCP) of all Government Furnished Property (GFP) including completed SECOP reports and original claim file materials. assure compliance with applicable provisions of the Privacy Act of 1974 and the security and confidentiality of claimant medical records (and related materials) entrusted to the custody of the contractor or examining physician.
