Eastern Time Place of Performance:� Milford, PA, 18337, United States of America� Description of Work: The USDA Forest Service, Northern Research Station intends to initiate a Request for Proposal (RFP) procurement action and award a negotiated, Firm-Fixed Price, multiple year Indefinite Delivery/Indefinite Quantity (IDIQ) contract for tree maintenance services at the Grey Towers National Historic Site in Milford, PA.� The Contractor shall perform tree maintenance for trees in a highly maintained formal landscape and wooded areas in various locations at Grey Towers National Historic Landmark Site.� The Period of Performance will be as follows: Base Period � 1 February 2024 to 31 January 2025 (tentative) with four (4) twelve (12) month option periods, if exercised Option Year 1: 1 February 2025 to 31 January 2026 (tentative) Option Year 2: 1 February 2026 to 31 January 2027 (tentative) Option Year 3: 1 February 2027 to 31 January 2028 (tentative) Option Year 4: 1 February 2028 to 31 January 2029 (tentative) The acquisition will be solicited using the procurement process prescribed in Part 12, Commercial Items, of the Federal Acquisition Regulations (FAR), in conjunction with the policies and procedures for solicitation, evaluation and award prescribed in Part 13, Simplified Acquisition Procedures; and Part 15, Contracting by Negotiation.� The Government will award the contract resulting from this solicitation to the responsible offeror whose proposal, conforming to the RFP will be the Best Value to the Government.� The award may be made to a superior offeror which is not the lowest offered price, but which is significantly more technically advantageous than the lowest offer to justify the payment of a higher price. The evaluation factors are as follows: (FACTOR 1) Experience/Quality & Reliability; (FACTOR 2) Past Performance; (FACTOR 3) Equipment; (FACTOR 4) Price.� Factors 1, 2 and 3 are given more weight than Factor 4.� A site visit is tentatively scheduled for Thursday, January 4th, 2024, at 10:00 am Eastern time at the USDA Forest Service, Grey Towers National Historic Site, Milford, PA 18337.� Please contact Elizabeth Hawke at 570-296-9661 or via email at elizabeth.hawke@usda.gov.
