NO AWARD will be made from this Sources Sought Notice. This is NOT a request for proposal, quote, or invitation for bid. The sole purpose of this notice is to identify potential System for Award Management (SAM) Database registered businesses that have input on Project Labor Agreements. USACE is not responsible for any costs incurred by interested parties in responding to this Sources Sought. POINT OF CONTACT: Bobbi Boeh, Contract Specialist � bobbi.s.boeh@usace.army.mil PROJECT INFORMATION: The U.S. Army Corps of Engineers, Rock Island District, anticipates the construction of a Fish Passage at Lock and Dam 22 at Mile 301.2 Saverton, MO � Ralls County, MO and Pike County, IL. NAICS CODE: 237990 Other Heavy and Civil Engineering Construction SIZE STANDARD: $39.5M CONTRACT ESTIMATED MAGNITUDE: $25,000,000 - $100,000,000. PROJECT DESCRIPTION: The proposed project is anticipated to includes, but is not limited to; demolition; construct a rock ramp fishway; concrete bridge; install ice and debris boom; sheet piling work, concrete work; earthwork; stone and boulder placement; access ramp work; building (with architectural materials) and deck erection; electrical work, design network and install computer and monitoring components; cybersecurity; surveying, and site restoration. ANSWER SUBMITTAL: All interested, responsive and responsible System of Award Management (SAM) Database registered businesses are encouraged to participate in this Sources Sought by emailing the required responses below to the point of contact. If your company is not SAM-registered, please do so at www.sam.gov. Responses are to be sent via email to Bobbi Boeh no later than 10:00 a.m. CST, 8 January 2024. The subject line of the email shall reference the sources sought notice: W912EK24R0007. �Electronic submittals will be retained for future reference; however, they are to be considered source sensitive and not subject to public disclosure. Responses shall include the following information and shall not exceed a total of 3 (three) pages: PROJECT LABOR AGREEMENTS: As this project is anticipated to exceed $35M, in accordance with the Executive Order #14063 on Project Labor Agreements, please provide the following information: 1.�������� The anticipated impacts to schedule and cost as a result of a Project Labor Agreement being mandatory on this project. 2.�������� If a Project Labor Agreement is mandated on this project, would your company submit an offer when the solicitation is issued? 3.�������� Are there other ways, in your opinion, that the intent of a PLA could be met without explicitly requiring it?
