- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. The U.S. Army Corps of Engineers (USACE), Engineer Research and Development Center (ERDC), at Vicksburg, MS has a requirement for MATLAB software products. MATLAB software products are critical to research being conducted by members of several branches throughout the ERDC. The unique software has been validated to be fully interoperable with ERDC�s existing MATLAB software. Because of this, it is necessary to have local licenses so that the software can be used on demand, uninterrupted, and on a regular and recurring basis on local machines. This announcement is to solicit interest for the establishment of a Blanket Purchase Agreement (BPA). This requirement is being competed under full and open competition. The North American Industry Classification System Code for this procurement is 513210 � Software Publishers; Size Standard of $41.5M. This procurement is being conducted in accordance with regulations at FAR Part 12, Acquisition of Commercial Items, and FAR Part 13, Simplified Acquisition Procedures. Establishment of a BPA does not imply any agreement by the Government to place future contracts or orders with the BPA holder. The Government makes no representation as to the number of calls or actual amount of work to be ordered. FAR 52.212-2 - Evaluation -- Commercial Items (Jan 1999) (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: 1) Technical - Providing items that meet the minimum specifications as defined in Attachment I Description of Requirements. The Offeror�s technical proposal should provide sufficient information to determine that the proposed products are in accordance with the Description of Requirements and that the vendor is capable of meeting the requirements of the Description of Requirements (Attachment I). Third Party Resellers of the MathLab products shall submit a reseller agreement provided by The MathWorks Inc. 2) Price The vendor must submit the following so the Government can evaluate the offeror�s price: 1) Must include a completed Quote Submission Form (Attachment II). Offeror�s are advised to provide the most competitive pricing they can with the initial proposal submission. It is incumbent upon the offeror to submit sufficient documentation and information for the Government to determine technical capability and quoted price. Failure to submit sufficient information for the government to determine technical capability and quoted price may be cause for rejection of your quote. (d) Comptroller General Examination of Record.
