Description
(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. FAR Part 13 procedures will be utilized. (ii) Solicitation W50S9F-24-Q-0001 is issued as a Request for Quotation (RFQ). (iii) All solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2023-06, effective 04 December 2023, and Defense Acquisition Circular DPN 20231117, effective 17 November 2023. (iv) This RFQ is solicited as a Total Small Business Set-Aside. The NAICS is 488190 with a small business size standard of $40M. (v) The 115th Fighter Wing anticipates the following deliverables to meet this requirement: CLIN 0001: Painting of F-16A Static Aircraft Tail # 79-0368 (vi) Description of Requirement (vii) The 115th Fighter Wing, Wisconsin Air National Guard, has a requirement to paint the F-16A Static Aircraft display (Tail # 79-0368), located on-site in front of the 115th Fighter Wing Headquarters Building. The overall goal of this effort is to preserve the history of the Wisconsin Air National Guard and maintain authenticity of the static display aircraft. The contractor shall provide all personnel, tools, equipment, material, supervision, technical expertise, and other related items necessary to perform restoration of the aircraft. Restoration and preservation consist of sheet metal work, maintenance repairs, bird proofing, and painting. Preparation of the surface of the aircraft includes pressure washing, stripping paint, sanding paint and corrosion repair to make the surface compatible to new paint with proper collection of paint chips, etc., so that no environmental hazard is created. All tasks performed shall be accomplished in a workmanship like manner and in accordance with applicable federal, state, and local regulations and any OSHA requirements. The contractor shall also ensure all personnel are provided appropriate personal protective equipment for the work being performed. The contractor will paint the aircraft in accordance with commercial practices and manufacturer�s recommended procedures. (viii) The provision at FAR 52.212-1, Instructions to Offerors � Commercial Items, applies to this acquisition. (ix) The provision at FAR 52.212-2, Evaluation-Commercial Items, is included in this solicitation. The Government intends to award a contract resulting from this solicitation to the responsible vendor whose quote conforming to the solicitation is most advantageous to the Government, price and other factors considered. Determination of best value will include an evaluation of price, past performance, and technical. (x) The offeror must include a completed copy of the provision at FAR 52.212-3 Alt I, Offeror Representations and Certifications -- Commercial Items with their quote or be currently registered in the SAM website with Representations and Certifications completed. (xi) The clause at FAR 52.212-4, Contract Terms and Conditions -- Commercial Items, applies to this acquisition. (xii) The clause at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders -- Commercial Items, applies to this acquisition. Any additional clauses cited in FAR 52.212-5 are listed in section xiii. (xiii) The following additional agreement requirement(s) or terms and conditions determined by the contracting officer to be necessary for this acquisition: This effort is a high priority requirement in support of the National Guard. Funds are not presently available to make award. If funds become available for award, and prices are deemed fair and reasonable, it is the Governments intent to make award. This is not a commitment of funds or contract award. Service Contract Labor Standards apply. See the attached wage rates that apply to Dane County, Wisconsin (Wage Determination No. 2015-4897). Complete pricing for all items in the Statement of Work and delivered as CLIN 0001 (identified above). b. The Offeror�s Unique Entity Identifier (UEI) c. A description of the offeror�s technical capabilities and past performance relating to this requirement, limited to 10 pages.� d. A copy of the representation at FAR 52.204-26, or have completed the representation in the vendor�s SAM profile. e. Reference RFQ W50S9F-24-Q-0001 in your response. 2. Quotes must be valid until 30 April 2024. 3. All contractors shall be fully registered in the System for Award Management (SAM) at the time a quote is submitted to the government. Offerors shall ensure SAM registration is active. 4. It is the interested Offeror�s responsibility to check Contract Opportunities on SAM.gov for updated information. 5. A site visit will be conducted at Truax Field, 3110 Mitchel St, Madison WI 53704 on December 19, 2023 at 1:30 p.m. Central. Information provided at this site visit, as well as answers to questions, shall not alter the terms and conditions of the solicitation. In order to attend, interested parties must pre-register prior to 3:00 pm CST on December 14, 2023. Register for the site visit by emailing the POC indicated on this RFQ and include the �Site Visit Base Access Template� excel file. Include all information listed in the Site Visit Base Access Template for each person planning to attend. Include the RFQ number and solicitation title in the subject line of the email with the excel attachment.� Failure to provide information as instructed may prevent participation in the site visit. Site Visit meeting location instructions will be posted to SAM. (xvi) All questions shall be in writing. Questions shall be emailed to the primary point of contact shown on this RFQ.
