- **DECEMBER 12, 2023 � 80GSFC24R0048 � AMENDMENT 0003** The purpose of Amendment 0003 is to revise Section L (Form 6 � AbilityOne) and Performance Work Statement Section 5.0 (Mail Management) to clarify Mail Management support to be provided by AbilityOne (document changes are annotated in red). Additionally, Section L - Cost Volume Instructions incorporates Form 7 - Wallops Flight Facility Mail Management and Exhibit 1 - Cost Forms incorporates Form 7 - Wallops Flight Facility Mail Management. All documents associated with Amendment 0003 are contained under the Attachments/Links section of this solicitation announcement. **DECEMBER 08, 2023 � 80GSFC24R0048 � AMENDMENT 0002** The purpose of Amendment 0002 is to revise Exhibit 1 - Cost Forms to correct a formula error and respond to the related Industry Exhibit 1 question. All documents associated with Amendment 0002 are contained under the Attachments/Links section of this solicitation announcement. **DECEMBER 06, 2023 � 80GSFC24R0048, AMENDMENT 0001** The purpose of Amendment 0001 is to 1) release Government responses to Industry questions; 2) revise the offer due date of the solicitation from December 15, 2023 to December 20, 2023; 3) revise Exhibit 1 � Cost Forms to correct a data validation formatting error; 4) revise Sections B-M �(document changes are annotated in red in Sections B-M � Amendment 0001); 5) revise the Performance Work Statement (Document changes are annotated in red in Attachment A � PWS � Amendment 0001); and 6) incorporate a sample Vehicle Preventative Maintenance Work Order document into the �Reference Materials� folder within this solicitation. All documents associated with Amendment 0001 can be found under the Attachments/Links section of this solicitation announcement. �� You are invited to submit a proposal in response to the National Aeronautics and Space Administration (NASA) Goddard Space Flight Center�s (GSFC) Goddard Logistics Services Contract (GLSC) solicitation. The principal purpose of this requirement is to support all of NASA GSFC�s logistics management needs in order to meet Earth science, space science, and exploration mission requirements.� NASA will conduct this acquisition as a full and open competition. The North American Industry Classification System (NAICS) Code for this acquisition is 561210 and the Small Business Size Standard is $47M. � This competitive acquisition will result in a Cost-Plus-Fixed-Fee (CPFF) contract. The contract will have a Total Potential 5-year Period of Performance (12-month Base Period and four 12-month Option Periods). � The anticipated contract award date is August 28, 2024, with an October 01, 2024 contract effective date. The contract will be performed onsite at NASA Goddard Space Flight Center (Greenbelt, MD), Wallops Flight Facility (Wallops Island, VA), and Headquarters (Washington, DC). Potential Offerors should pay close attention to all solicitation instructions; however, the following requirements list is summarized to assist in proposal development. Please note that this list is not exhaustive, and the solicitation terms and conditions and provisions in Sections L and M take precedence: 1. A 30-day Phase-in Period will be conducted via a separate Firm-Fixed-Price contract vehicle. 2. The Government will make available existing Installation-Accountable Government Property (IAGP) for onsite contract performance. 3. A Preproposal Inspection of Facilities (See Section L, Inspection of Facilities (Site Visit)) will be held on November 28, 2023 at 10:00 a.m. EST for the NASA GSFC Greenbelt, MD facility. All Offerors interested in attending the site visit shall notify the Contracting Officer no later than November 21, 2023 in accordance with the requirements of Section L, Inspection of Facilities (Site Visit). All relevant Wallops Flight Facility and NASA Headquarters� facility information is provided electronically via the Government-wide Point of Entry (https://www.sam.gov). 4. NASA has determined that this acquisition may give rise to a potential Organizational Conflict of Interest (OCI). Offerors should refer to NASA FAR Supplement (NFS) 1852.209-71, Limitation of Future Contracting, for a description of the potential conflict(s) and any restrictions on future contracting. An OCI Avoidance Plan shall be submitted with proposal.� 5. Please note a Secret level facility security clearance is required for this acquisition in accordance with the DD Form 254, Contract Security Classification Specification (Attachment K). Offerors shall possess a Secret level facility security clearance by the due date for receipt of proposals and this clearance shall be maintained throughout the life of the contract. Offerors shall provide their Commercial and Government Entity (CAGE) Code for verification of current security clearance status. No Offeror will be considered for award who does not have a Secret level facility security clearance in place by the due date for receipt of proposals. For proposals submitted as Joint Ventures, the facility clearance must be granted in the name of the Joint Venture and the Joint Venture CAGE Code shall be provided. No Offeror will be considered for evaluation who fails this component. 6. Be advised, in accordance with Section L, Provision GSFC 52.215-230, Offerors need to encourage their references to submit their Past Performance Questionnaires directly to the Contracting Officer prior to the proposal due date. 7. Offerors are required to have a CAGE Code that matches the corporate address submitted with its proposal. Offerors are encouraged to refer to Federal Acquisition Regulation (FAR) 52.215-1, Instructions to Offerors�Competitive Acquisition, in particular paragraph (f)(4) which discusses the Government�s right to award a contract without discussions. Documents related to this acquisition, including this letter, the solicitation, attachments, exhibits, any amendments and links to online reference/technical/bidders library will be attainable electronically through the Government-wide Point of Entry website at https://www.sam.gov. Potential Offerors are requested to periodically monitor the website for updates. NFS 1852.215-84, Ombudsman, is applicable. The Center Ombudsman for this acquisition can be found at http://prod.nais.nasa.gov/pub/pub_library/Omb.html. This RFP does not commit NASA Goddard Space Flight Center to pay any proposal preparation costs, nor does it obligate NASA Goddard Space Flight Center to procure or contract for these services. This request is not an authorization to proceed, and does not authorize payment for any charges incurred by the Offeror for performing any of the work called for in this solicitation. Proposals submitted in response to this solicitation shall be due no later than December 15, 2023, 1:00 p.m. EST. Proposals for this solicitation are required to be submitted through NASA�s Enterprise File Sharing and Sync Box (EFSS Box), a FedRAMP Moderate certified platform. Potential Offerors, especially those that have not previously submitted a proposal utilizing NASA�s EFSS Box, are encouraged to review the solicitation instruction entitled, �Electronic Proposal Delivery � Proposal Marking and Delivery Through NASA�s EFSS Box� which provides instructions related to the submission of proposals via EFSS Box. Offerors are encouraged to check with their corporate IT staff to determine if there are firewall restrictions that would need to be addressed prior to the submission of proposal files through NASA�s EFSS Box.
