Sole Source to Shearwater Research.� See Attached Justification. � � � � � � � � � � � � � � SHEARWATER PETREL 3 DIVE COMPUTERS WITH CUSTOM SPOOFING MECHANISM The Navy Experimental Diving Unit Panama City Division (NEDU) intends to award a sole source, firm fixed price purchase order using simplified acquisition procedures to Shearwater Research for the delivery of Shearwater Petrel 3 dive computer equipped with Navy-approved firmware and a custom-designed PO2 emulator.� This procurement is sole source for the following reason:� Shearwater Research is the OEM of the equipment and uniquely positioned to design and deliver the emulator.� Furthermore, the Navy-approved firmware can only be implemented by the OEM.� As such, only Shearwater Research has the access to proprietary information to perform the required tasking. �
