- 12 Dec 2023 Update: Attached are the answered RFIs from the orginal Sources Sought post.� Original Post: THIS REQUEST FOR INFORMATION (RFI) This notice is issued in accordance with FAR 15.201(d) & (e). This RFI does not�constitute a Request for Proposal (RFP), Invitation for Bid (IFB), or Request for Quotation (RFQ), and it is not to be construed as a commitment by the Government to enter into a contract, nor will the Government pay for the information submitted in response to this request. �All information contained in this RFI is preliminary and is subject to change if, and when, a solicitation is issued. Responses to this notice are not offers and cannot be accepted by the U.S. Government to form a binding contract. If a competitive solicitation is released, it will be synopsized on the SAM.gov website. It is the responsibility of the interested parties to monitor this site for additional information pertaining to this RFI or future solicitations. This RFI seeks capabilities available in the construction contractor community and their alignment with anticipated requirements. Responses to the survey will impact our decision-making as this contract program is developed. All feedback provided will be reviewed and considered. We value your feedback and look forward to hearing from you. Award will be made on the basis of the�Highest Technically Rated Offeror (HTRO)�source selection methodology.�The Highest Technically Rated Offeror is a source selection process that is neither a tradeoff nor Lowest Priced Technically Acceptable (LPTA). It focuses on prior experience in performing the same or similar work. In using the HTRO process, the Government establishes a weighted points-based spreadsheet,�with a minimum technical score�required yet to be determined, of objective criteria in the solicitation. Offerors self-score and provide substantiation for their scoring in their technical proposal. The Government�s technical evaluation is a review of this substantiation to validate the offeror�s self-score. Awards will be based on Best Value Continuum. Best Value is defined as the offeror with the highest Government-validated technical score.�Offerors self-score against the pre-defined objective scoring criteria and deliver supporting documentation to objectively prove self-score validity. The general scope of work for each task order (TO) shall be defined in individual task orders and may consist of multiple disciplines in general transportation construction categories. It may involve design services for all aspects of general transportation construction including construction, modifications, and renovations of existing roads, utilities, paved and unpaved structures and constructing new paved and unpaved structures. These are including but not limited to paved sidewalks, parking areas, airfields, subsequent services, and typical features that promote safe and efficient transportation (ditches, curbs and gutters, traffic signals, traffic signs, streetlights, and drainage features). The Contractor shall furnish all design, labor, equipment, material, manufactured articles, transportation, supervision, and all else necessary to accomplish the combinations of design, repair, or construction. This basic contract SOW will be tailored to identify specific requirements at the Task Order (TO) level. SOWs or Statements of Requirements (SOR) may be used under this contract and price competition will be achieved at the TO level. Projects will be located at various locations on Beale AFB, CA and other locations that Beale is responsible for.� Note: It is very important to review the DRAFT SOW for Contractors responsibilities, failure to comply with the final version after award can lead to removal from this requirement. The contract value is estimated to be $50M over a 9-year period.��Currently, Beale AFB is seeking desired interest to propose on the requirement as well as feedback regarding the two attachments.�� �Please review the notice and attached documents, provide sources sought questionnaire attachment and SOW feedback.� The important thing to understand it the HTRO self-scoring approach and the questionnaire.
