Description
Description: The purpose of this market survey is for the government to identify potential competitive sources of supply for the Air Force Propellant (AFP)-001. The United States (U.S.) Army Contracting Command � Rock Island (ACC-RI), on behalf of the Office of the Project Manager, Maneuver Ammunition Systems (PM-MAS), is requesting industry commercial product information for AFP-001. The propellant will be used in medium caliber ammunition. Specifications:�� AFP-001 propellant must be produced utilizing a solvent based process and conform to DWG 200610330 and 13106926 and specifications SP200610330 and MIL-DTL-32730 (interim draft) following procedures outlined in MIL-STD-286. Proposed production facilities must be capable of producing between 250,000 to 1,000,000 pounds of AFP-001 annually. Raw ingredients to support AFP-001 production shall not come from prohibited sources in accordance with (IAW) Defense Federal Acquisition Regulation Supplement (DFARS) 252.225-7007. Production facilities must be capable of executing first article acceptance testing outlined in specification SP200610330 and MIL-DTL-32730 (interim draft) and must provide supporting documentation that it can execute required testing at its site or propose an alternate capable site. If applicable, facilities must be able to get proper import/export licenses for shipping AFP-001 propellant to the United States of America.� DWG 200610330, 13106926, SP200610330 and MIL-DTL-32730 (interim draft) are marked Distribution Statement D, Distribution authorized to U.S. Department of Defense (DoD) and U.S. DoD Contractors only and are Export Controlled. MIL-STD-286 is marked Distribution Statement A, Approved for public release, distribution unlimited. Drawings 200610330, 13106926, SP200610330 and MIL-DTL-32730 (interim draft) can be provided upon request and Procuring Contracting Officer (PCO) approval. Interested companies must be registered with the U.S./Canada Joint Certification Office to obtain a copy of the drawings (See https://www.dla.mil/Logistics-Operations/Services/JCP/ for instructions and information). Offerors should submit their certification via DD Form 2345 or register immediately. In addition to the DD Form 2345, interested companies are required to submit an AMSTA-AR 1350 - Technical Data Request Questionnaire and a Non-Disclosure and Non-Use Agreement (included as attachments to this Market Survey) prior to the PCO releasing any data. Interested companies who received the technical data will be required to return or destroy the data provided upon Government request. Submission Instructions:� Responses shall be submitted electronically via e-mail to : ericka.n.hird.civ@army.mil, no later than 3:00pm Central on 26 December 2023. Interested companies should respond by providing the Government the following information: (1) Name of company and Commercial and Government Entity Code (CAGE) Code; (2) Point of Contact name, telephone number and E-mail address; (3) Company address; (4) Business type/size information; If a small business, please indicate any applicable socio-economic status such as: Small Disadvantaged Business (SDB), Service Disabled Veteran-Owned Small Business (SDVOSB), 8(a), HUB Zone, etc. (5) Identification of interest in this opportunity as a subcontractor; (6) A detailed description of the proposed production facility along with the associated manufacturing readiness level (MRL). Submissions shall include a timeline to begin production, not to exceed 12 to 24 months after contract award, a summary of the production equipment and status, associated production experience, testing and inspection capabilities to meet DWG 200610330, 13106926 SP200610330, MIL-DTL-32730 (interim draft) and MIL-STD-286 requirements, personnel and past manufacturing experience; minimum order quantity required, annual capacity of a single-based, extruded, single perforated propellant, and single-based, extruded, single perforated propellant capability/line maturity. (7) A brief summary of possible partnering/teaming arrangements. Please identify any proprietary information submitted. A respondent to this survey must have the majority of the skills and facilities that are required to manufacture this item. If a respondent does not have these resources (technical, manufacturing, personnel, etc.) available, then it must demonstrate its ability to obtain them in a reasonable time period. If a respondent chooses to utilize the services of sub-tier vendors or subcontractors, those vendors or subcontractors must also meet the same resource criteria as the prime contractor.�� DISCLAIMER: This sources sought is for market research purposes only and shall not be construed as a Request for Proposal, nor as an obligation on the part of the Government.
