- Description
- This notice is a combined synopsis/solicitation for commercial items using Simplified Acquisition Procedures. This acquisition will be made in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6 �Streamlined Procedures for Evaluation and solicitation for commercial Items,� as applicable, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation (a written solicitation will not be issued) and quotes are being requested. The Solicitation number is RFQ-NIAID-24-2201402 and the solicitation is issued as a Request for Quotes (RFQ). This acquisition will be processed under FAR Part 13 Simplified Acquisition Procedures (SAP). The solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2023-06 December 4, 2023. The North American Industry Classification System (NAICS) code for this procurement is 811210, Electronic and Precision Equipment Repair and Maintenance, with a small business size standard of $34M. The requirement is being competed full and open competition, un-restricted and without a small business set-aside. The National Institute of Allergy and Infectious Diseases (NIAID) has a requirement a service contract for a Microflex-LRF. �Any capabilities statements MUST address and include evidence of meeting the minimum requirements below: NIAID requires a service agreement for Microflex-LRF S/N: 256969.00168, the period of performance is 12/31/2023 - 12/30/2024. The service agreement must include the following: Unlimited onsite emergency service visits by a Bruker approved technician. Onsite response of three to five (3-5) business days: Monday-Friday 8:30 AM-5:00 PM. Spare OEM parts, labor & travel. Wear & tear Bruker parts (e.g., lasers, detectors, tubes, pumps). For laser-based systems: maximum 1 laser replacement per year. One Planned Maintenance (PM) visit with complete inspection of listed instrumentation. Service (work) includes labor, travel, a PM kit, complete inspection of the instrument with cleaning. High Priority Remote Support during normal business hours. This includes call back within 4h, unlimited phone calls and unlimited remote desktop support or unlimited augmented reality support (virtual Bruker engineer). Extended technical support hotline is available from 8:00 AM to 5:00 PM weekdays. Compass and Data Analysis software updates and upgrades, library updates. Bruker proprietary software only. Voucher for 1 Postprocessing SW Upgrade p.a. (SCiLS Pro, Metaboscape, Biopharma Compass, TASQ). Priority onsite scheduling equal to a manufacturers direct contract, to ensure minimal down time of instrumentation. (Priority is defined as giving priority scheduling equal to a direct contract and guaranteeing the equivalent manufacturer�s priority onsite response). If you are a third-party service provider, the priority scheduling and/or response time, must be listed on a capabilities statement, as well as documentation of OEM trained technicians is required. *All service providers must provide proof from Bruker Scientific that they are an authorized service provider for all Bruker Scientific equipment. * Place of Performance: NIH, 5625 Fishers Lane, Rockville, MD 20852, United States. FOB: Destination The government intends to award a firm fixed price purchase order to the responsible contractor as a result of this RFQ that will include the terms and conditions set forth herein. The award will be based on the following: technical capability to meet the requirements and price.
