- This notice is a combined synopsis/solicitation for commercial items using Simplified Acquisition Procedures. This acquisition will be made in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6 �Streamlined Procedures for Evaluation and solicitation for commercial Items,� as applicable, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation (a written solicitation will not be issued) and quotes are being requested. The Solicitation number is RFQ-NIAID-24-2201433 and the solicitation is issued as a Request for Quotes (RFQ). This acquisition will be processed under FAR Part 13 Simplified Acquisition Procedures (SAP). The solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2023-06 December 4, 2023. The North American Industry Classification System (NAICS) code for this procurement is 811210, Electronic and Precision Equipment Repair and Maintenance, with a small business size standard of $34M. The requirement is being competed full and open competition, un-restricted and without a small business set-aside. The National Institute of Allergy and Infectious Diseases (NIAID) has a requirement a service contract for the LSRFortessa flow cytometer instrument and the blue, red, and violet lasers located at NIAID�s clinical site at John Hopkins University. The period of performance is 1/01/2024 - 12/31/2024. Any capabilities statements MUST address and include evidence of meeting the minimum requirements below: LSRFortessa SORP (No Lasers), S/N H17700012, Product# 648087, Qty. 1 SAPPHIRE 488-100 LP Blue Lsr, S/N NO-SERIAL-5423, Product# 660781, Qty. 1 CUBE 640-40 Red Lsr, S/N NO-SERIAL-5422, Product# 647310, Qty. 1 CUBE 405-50C Violet Lsr, S/N NO-SERIAL-5421, Product# 642079, Qty. 1 The service agreement MUST include the following services for the BD LSR Fortessa Special Order System which includes one Computer Workstation (excluding lasers and printers) for labor, travel expenses and parts (excluding consumables). 2 Preventive Maintenance Inspections to be performed by an OEM Technician during a twelve-month period, including 2 PM Kits. Software Revisions released during the Agreement term. Unlimited service visits, Monday-Friday, excluding holidays. Unlimited telephone support for instruments, reagents and applications will be provided at no additional charge. Every reasonable effort will be made to respond to a request for emergency on-site service (Monday through Friday, excluding holidays) within 48 hours. Priority onsite scheduling equal to a manufacturers direct contract, to ensure minimal down time of instrumentation. (Priority is defined as giving priority scheduling equal to a direct contract and guaranteeing the equivalent manufacturer�s priority onsite response). If you are a third-party service provider, the priority scheduling and/or response time, must be listed on a capabilities statement, as well as documentation of OEM trained technicians is required. *All service providers must provide proof from Becton Dickinson and Company that they are an authorized service provider for all Becton Dickinson and Company equipment. * Place of Performance: John Hopkins University, Molecular & Immuno Dept 615 N Wolfe ST, Baltimore, MD 21205, United States. FOB: Destination The government intends to award a firm fixed price purchase order to the responsible contractor as a result of this RFQ that will include the terms and conditions set forth herein. The award will be based on the following: technical capability to meet the requirements and price.
