- DEPARTMENT OF THE AIR FORCE Secretary of the Air Force � Operational Imperative, Evaluating Readiness of the DAF to Transition to a Wartime Posture Against a Peer Competitor REQUEST FOR INFORMATION (RFI) 1.0 Description a. In 2022, the Secretary of the Air Force (SecAF) established Operational Imperatives (OIs) and Cross-Cutting Operational Enablers (COEs) as major focus areas for the Department of the Air Force�s (DAF), USAF and USSF, future budget and programming decisions. b. The OIs will set the tone for the DAF�s future and senior leaders across the DAF who have been appointed as operational and acquisition leads for an individual OI to perform analysis within an aggressive timeline to generate and provide Fiscal Year (FY) 26 Program Objective Memorandum (POM) recommendations to the Secretary of the Air Force by March 2024. This Request for Information (RFI) supports the analysis for ONE of these imperatives, Readiness of the DAF to Transition to a Wartime Posture Against a Peer Competitor. The RFI is designed to enhance Tactics Techniques and Procedures (TTPs), optimize Doctrine, Organization, Training, Materiel, Leadership and Education, Personnel, Facilities and Policy (DOTmLPF-P) and to inform the FY26 POM with evidence-based analysis to prioritize program readiness alignment decisions where a materiel solution is recommended. Where possible, the DAF would like to understand within your responses how your technology and operational concepts for this imperative could enable, connect, and contribute. The DAF would also like to understand the scalability and adaptability of your proposed concepts. c. Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. This RFI constitutes neither a Request for Proposal (RFP), nor does it restrict the Government to an ultimate acquisition approach. This RFI should not be contrived as a commitment by the government for any purpose. Submissions for this RFI will not receive a response The government will not reimburse contractors for any cost associated with preparing or submitting a response to this notice. No funds have been authorized, appropriated, or received for this effort. The information provided may be used by the DAF in developing its acquisition strategy, statement of work/statement of objectives, and performance specifications. Interested parties are responsible for adequately marking proprietary or competition sensitive information contained within their response as instructed later in this posting. 2.0 RFI Purpose a. The DAF is seeking information on how an interested contractor could define, recommend, and prioritize the highest return on investment through exercising the DOTmLPF-P process, to include enhancement and resiliency of TTPs providing a�robust, persistent, redundant mission capability to generation, mobilization, and deployment transition in a contested environment against the pacing threats. 3.0 This is a RFI Only: Interested parties are encouraged to submit possible solutions to the RFI under the following conditions: a. Responses to this RFI notice are not considered offers and cannot be accepted by the Government to form a binding contract. Vendors participating in this market research are advised their participation in this survey may not ensure participation in future solicitations or contract award(s). b. The government may contact respondents to obtain additional information or clarification to fully understand a company�s response. This may include discussions, site visits, demonstrations, etc. to further the Government�s understanding of a proposed solution, as well as a company�s understanding of the Government�s requirements. c. Information provided by the Government in this RFI should be viewed as representative in nature and may be revised as the Government continues to refine its planned approach. d. Nothing in this RFI is intended to suggest a particular approach or contract solution. e. The Government will not reimburse vendors for any expenses associated with this activity. f. The Government is interested in responses from all responsible businesses, including small business concerns, disadvantaged business concerns, 8(a) Small Business concern, Women-Owned Small Business (WOSB) concerns, Economically Disadvantaged Woman-Owned Small Business (EDWOSB) concern, Veteran-Owned Small Business (VOSB) concern, Service-Disabled Veteran-Owned Small Business (SDVOSB) concerns, and Historically Underutilized Business zone (HUBZone) small business concerns. Provide applicable North American Industry Classification System (NAICS) code if known for this requirement. g. An Industry Day will be held on 18 December 2023 at The Gen. Jacob E. Smart Conference Center 1359 Arkansas Road Joint Base Andrews, Md. 20762. Interested parties are encouraged to return to this SAM.gov posting for further information and announcements.h. Breakout sessions with select panel members, on the areas identified below, will be held on a first come first serve basis. Mobility iii. Sustainment iv. Infrastructure i. Initial response with intent to attend is requested by 13 December 2023. The initial response shall not exceed 2-pages and the white paper brief shall include a capabilities statement regarding 4.0 Requested Information below. Submit initial response by 13 Dec 2023. j. A revised RFI with DAF focus outcomes will be released on December 6 but no later than 8 December 2023. k. Final RFI responses due by 8 Jan 2024. 4.0 Requested Information: a. Performance Criteria: Evaluating Readiness of the DAF to Transition to a Wartime Posture Against a Peer Competitor. This will include, but not limited to a listing of capabilities, capability assessments, current capabilities available (5 years), capabilities needed (10+ years) in the following Line of Effort (LoE) areas:�Please see attachment for table. 5.0 Additional Info: Valid responses to this RFI must meet the following criteria: a. Interested parties are requested to respond to the initial RFI with a 1-page Executive Summary, a whitepaper for each proposed solution, and with their intent to attend the Industry Day by 13 December 2023. Not including the Executive Summary, the initial response(s) shall not exceed 2-pages for each proposed solution when responding to categories and identified sub-task(s). The whitepaper brief shall include a capabilities statement regarding 4.0 Requested Information above. b. Please respond to the Final RFI with a 1-page Executive Summary and a whitepaper for each proposed solution set by 8 Jan 2024. Please provide whitepaper(s) for each proposed solution when responding to categories and identified sub-task. Each proposed solution shall not exceed 5 pages. Jacob E. Smart Conference Center by 12 December 2023, no later than 1500 hours. d. Indicate whether your proposed solution is designed to enhance a specific area or portion of the DOTmLPF-P process. e. If your proposal is recommending a materiel solution, indicate whether the company is currently performing this type of work/whether the capability can be obtained under an existing Government contract. Provide the contract number(s) and Government points of contact accordingly. � Provide a rough cost estimate (i.e., rough order of magnitude (ROM)) based on the tasks outlined in this RFI as an annual re-occurring cost, and the assumptions (manpower and materials) driving contract costs. � Sources are required to outline their logical approach for costing the scope captured in their response. Identify what contracting structure/strategy would be most beneficial to the government as a supplier for our dynamic environment and evolving requirements. Additionally, include any assumptions you may have for your approach but also specifically to data rights for integration purposes. The ROM shall be included as an addendum to the proposal and shall not exceed 4 pages. f. The Government will designate action officer/s to address and coordinate follow-on questions and provide clarifying information pertaining to the key attributes, capabilities, and options. g. The Government may utilize contractor support in a limited manner during this RFI timeframe. Any designated contractors supporting this RFI timeframe will not be part of the RFI selection or voting process but will serve to support the analysis and recommendations. A Non-Disclosure Agreement will be requested and established as applicable between the company and the designated contractors to prevent conflict of interest. h. Respondents who submit proprietary data shall clearly mark the data with appropriate markings on the cover sheet and on each applicable page. Interested parties are responsible for adequately marking proprietary or competition sensitive information contained in their response. All information received in response to this RFI marked ""Proprietary"" will be protected and handled accordingly. The Government reserves the right to ask follow-up clarifying questions to individual companies. The Government will not use proprietary information submitted from any one firm to establish the capability and requirements for any future systems acquisition, to not inadvertently restrict�competition. Any material that is not marked proprietary will be considered publicly releasable. i. All correspondence sent via email shall contain a subject line that includes �RFI-ID-OI- SA-III [Company Name, ddmmmyyyy]�. j. Responses may provide, as part of the response, recommendations and/or concerns with the capabilities or attributes contained in this RFI. k. All proposal documentation, to include any illustrations, pictures, etc., must be no more than five (5) pages. An addendum may be included if materiel solution is recommended and shall not exceed 4 pages. ROM with Addendum shall not exceed nine (9) pages in combined length and shall be either Portable Document Format (PDF) or Microsoft Word format. Formatted to 8.5"" x 11"" (letter size) paper with type no smaller than 11-point font. � Please provide whitepaper(s) for each proposed solution. Multiple solutions per LOE are possible and are potentially in the Governments best interest. While more than one submission is possible, the focus of each submission must remain on addressing the scope in RFI Section II. Whitepaper(s) shall not exceed five (5) pages in length. This page limit is NOT a limitation per LOE, but per each proposed solution. Cover pages with company information are not included in the 5-page limit. � Describe your proposed solution and the specific capabilities/technologies of Section II your solution is addressing. o In describing your proposed solution, please provide any description as to whether your company considered any form of known standardized interface and/or open systems architecture structure. o What modeling, simulation, and analysis (MS&A) tools are available to rapidly prototype/test/etc.? o What is the TRL of the proposed technology? Provide justification for assessment. o Provide performance characteristics. o What are the estimated cost(s)? Please provide details on development, integration, production, and sustainment costs. o Provide estimated development, integration, and production schedules. Are there any schedule constraints (e.g., long lead, testing facilities, test equipment, etc.)? o Discuss your process for addressing any fit, form, function, and/or interface issues that may arise out of this effort. o Has the proposed solution been used in any U.S. DoD or non-DoD applications, or on any foreign partners military or commercial aircraft?o Describe your approach to conducting test and evaluation in conjunction with government developmental and operational test organizations. o Specify if proposed solution is applicable to legacy or Next Gen ToS (or both). l. Attachments with files ending in .zip or .exe are not allowed and will be stripped. Ensure only .pdf, .doc or .docx documents are attached to your email. All other attachments may be deleted. m. To ensure receipt, combined file size of emailed attachment should be limited to 10 MB. A contractor with multiple proposals supporting the LoEs shall submit a single package. n. Please provide RFI response to the following POCs on all submissions: Chris Ruwaldt (Pri) christopher.ruwaldt.2@us.af.mil and/or Joe Gerling (Alt) joseph.gerling.1@us.af.mil. Unclassified responses shall be submitted via email or DoD SAFE. All responses shall be unclassified. The initial RFI response will be received by the Government no later than 13 December 2023 at 1200 Eastern prior to Industry Day 18 Dec 2023. Final RFI response will be received by the Government no later than 8 January 2024 at 1200 Eastern. No questions will be answered regarding the RFI past final submission deadline. o. This notice may be updated as additional information becomes available. Please check the Sam.gov site for updates. 6.0 Definitions: ? Contested Environment: DAF forces will be subject to non-kinetic or kinetic attacks across multiple domains globally. This may range from cyber penetration and information operations during competition, to simultaneous multi-domain combined air & missile/cyber/space/Emergency Management Services/info/ground/infrastructure attack. ? Resilient: A system of Airmen & systems sufficiently redundant, adaptable and/or robust to achieve persistent mission generation in a contested environment. ?
