Description
Introduction This is a notice of intent, not a request for a quotation. A solicitation document will not be issued, and quotations will not be requested. Purpose The National Institute of Standards and Technology (NIST) intends to negotiate a firm-fixed priced purchase order on a sole source basis with the Alliance for Telecommunications Industry Solutions (ATIS), Inc. located at 1200 G St. NW, #500, Washington, DC 20005. The purchase order will specifically procure 2024 annual membership with ATIS, inclusive of annual membership with ATIS 3GPP, ATIS SYNC, and ATIS Next G Alliance. The membership will be effective from 1/1/2024 through 12/31/2024. ATIS is an approved Standards Organization, as maintained by the NIST Standards Coordination Office. Authority This acquisition is being conducted under the authority of FAR Subpart 13.106(b)(1) allowing the Contracting Officer (CO) to solicit from one source. The North American Industry Classification System (NAICS) code for this acquisition is 813920 � Professional Organizations, with a small business size standard of $23.5 million. Description The Cybersecurity and Privacy Applications group in the Information Technology Laboratory (ITL) at NIST is driven to address critical cybersecurity and privacy needs through the development, integration, and promotion of standards and guidelines, tools and technologies, methodologies, tests, and measurements. Cybersecurity and privacy are important to the nation and our citizens, and the Cybersecurity and Privacy Applications group addresses critical needs for new and existing technology, consisting of standards, guidelines and best practices to manage cybersecurity risks. The Cybersecurity and Privacy Applications group requires access to membership into ATIS, inclusive of annual membership with ATIS 3GPP, ATIS SYNC, and ATIS Next G Alliance, as further described below, to achieve continued growth and development of policies and practices. Sole Source Determination The sole source determination is based on the following: ATIS is a leading technology and solutions development organization that brings together the top global Information and Communications Technology (ICT) companies to advance the industry�s business priorities. ATIS is developing an overall industry cybersecurity framework focused on the needs of the ICT industry. Membership into ATIS will provide NIST with the opportunities to collaborate in developing large-scale, interoperable solutions beneficial to the ICT industry, and to participate in all ATIS Committees and Forums, such as the global 3rd Generation Partnership Project (3GPP). ATIS members include broadband providers, internet service providers, consumer electronics companies, equipment manufacturers and suppliers, application providers, software developers and wireless and wireline service providers. The 2024 Membership includes Affiliate membership in ATIS and ATIS SYNC committee, Individual Membership in the global 3rd Generation Partnership Project (3GPP) and a Government Membership in the Next G Alliance. ATIS is the only source that can fully achieve this requirement and its membership must be purchased directly through ATIS. Information for Interested Parties Interested parties that believe they could satisfy the requirements listed above for NIST may clearly and unambiguously identify their capability to do so in writing by or before the response date for this notice. This notice of intent is not a solicitation. Any questions regarding this notice must be submitted in writing via email to Hunter Tjugum, Contract Specialist, at Hunter.Tjugum@nist.gov. All responses to this notice of intent must be submitted via email to hunter.tjugum@nist.gov so that they are received no later than December 22, 2023, at 10:00 AM, Eastern Time.
