- COMBINED SYNOPSIS/SOLICITATION Clinical Support Services for Human Studies Projects - WHNRC Davis,� CA This is a combined synopsis/solicitation for commercial items prepared in accordance with the procedures contained in FAR Part 12.6, Acquisition of Commercial Items, and FAR Part 13.5, Simplified Procedures for Certain Commercial Products and Commercial Services, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number is 12905B24Q0008 and is issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) Number FAR FAC 2023-06 December 4, 2023 found at https://www.acquisition.gov/browse/index/far This solicitation is issued as 100% Total Small Business Set-aside. The associated NAICS code is NAICS: 561320 -TEMPORARY HELP SERVICES.� The small business size standard is $34 million. � List CLINS, item descriptions, quantities, and units of measure: See CSS Noticed Attached� Description/Statement of Work/Specification: See Attachment A � Performance Work Statement Date(s) and place(s) of delivery and acceptance: The contract period of performance will be for one (1) base year, and three (3) option years. The Unit of Measure (UOM) for each service CLIN will be weeks (WK). Clinical nursing assistant services will be performed for a total of 26 weeks during each period of performance. Each clinical trial runs for a duration of 2 weeks. Therefore, the nursing support services will be rendered upon the Government�s request for 13 clinical trials during each period of Performance as follows. Base Period:���������� 02/05/2024 to 02/04/2025 Option Period 1:����� 02/05/2025 to 02/04/2026 Option Period 2:����� 02/05/2026 to 02/04/2026 Performance Location:������ USDA, ARS, PWA - WHNRC 430 WEST HEALTH SCIENCES DR DAVIS, CA 95616 FAR Provision 52.212-1, Instructions to Offerors�Commercial Products and Commercial Services (SEP 2023), is incorporated by reference and applies to this acquisition. Please see the attached RFQ terms and conditions for the submission requirements and its addendum. Evaluation: For the evaluation criteria, please see the attached RFQ terms and conditions. Offerors are required to complete in full the following and submit with the quote: � 52.212-3, Offeror Representations and Certifications-Commercial Items 52.219-1 Small Business Program Representations 52.204-24, Representation Regarding Certain Telecommunications and Video Surveillance Services or Equipment 52.209-2 Prohibition on Contracting with Inverted Domestic Corporations-Representation 52.209-11 Representation by Corporations Regarding Delinquent Tax Liability or a Felony Conviction under any Federal Law If the quote is submitted without the above provisions, the offeror must state in their quote if they completed the above provisions online at SAM: www.sam.gov �and that is it up-to-date and valid. FAR Clause 52.212-4, Contract Terms and Conditions�Commercial Products and Commercial Services (NOV 2023), applies to this acquisition. FAR Clause 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders�Commercial Products and Commercial Services (DEC 2023) is incorporated and applies to this acquisition. Please see the attached RFQ terms and conditions that are applicable to the acquisition. There are no additional contract requirement(s) or terms and conditions (such as contract financing arrangements or warranty requirements) determined by the contracting officer to be necessary for this acquisition and consistent with customary commercial practices. The Defense Priorities and Allocations System (DPAS) and assigned ratings are not applicable to this solicitation. Date, time and place offers are due.
