- Upper Missouri River Basin (UMRB) Soil Moisture and Snowpack Monitoring Network PURPOSE: By way of this Sources Sought Notice, the USACE-Omaha District intends to determine the extent of capable small business or other than small business firms that are engaged in providing the requirement described hereunder. The responses to this notice will be used for planning purposes for upcoming procurements. Therefore, this notice does not constitute a Request for Proposal (RFP), Quotation or Bid; it does not guarantee the future issue of an RFQ/RFP/IFB; nor does it commit the government to contract for any supply, service, or construction. There is no solicitation currently available. Further, this Agency will not accept unsolicited proposals. Respondents are advised that this Agency will not pay for any information or administrative cost incurred in response to this Notice. All costs associated with responding to this Notice will be solely at the responding party's expense. At this time, proprietary information is not being requested, and respondents shall refrain from providing proprietary information in response to this Sources Sought Notice. This is a Sources Sought Notice and is for market research purposes only. THIS IS NOT A REQUEST FOR PROPOSAL, QUOTATION OR BID. NO SOLICITATION IS CURRENTLY AVAILABLE. PROJECT DESCRIPTION: The U.S. Army Corps of Engineers (USACE), Omaha District (NWO), intends to execute a modification to increase contract capacity and duration of the Indefinite Delivery, Indefinite Quantity, Single Award Task Order Contracts (SATOCs) for the Upper Missouri River Basin (UMRB) Soil Moisture and Plains Snow and Soil Moisture Monitoring Network. The U.S. Army Corps of Engineers (Corps) and various basin agencies developed a framework (2013 Recommendation) for the establishment of an Upper Missouri River Basin Soil Moisture and Plains Snow and Soil Moisture Monitoring Network (UMRB Monitoring Network). The plains area of the UMRB lies within Montana (MT), Nebraska (NE), North Dakota (ND), South Dakota (SD), and Wyoming (WY), and a small amount of northwest Iowa and southwest Minnesota fall within the basin of the Upper Missouri River Basin (UMRB). The plains area of the UMRB (above Sioux City, IA) in the U.S. totals 270,000 square miles. The general requirements of the Upper Missouri River Basin Monitoring Network consist of supplies, installation, operation, and maintenance of equipment to establish a network of stations managed by the state Mesonet (a mesoscale network of automated weather and environmental monitoring sites) and development of supporting documents, which will supply data for use.� The data obtained from the network will be available for all federal, state and local agencies to use for the improvement of existing products (NWS river forecasts and flood outlooks, National Drought Mitigation Center drought monitor outlooks, USBR and NRCS water supply forecast, plains snow map and various federal and state fire hazard reports). Contractors that would be capable of completing this work would be required to purchase and install equipment for installation on existing and new sites with coordination with the state Mesonets. � The contractor would be responsible for maintenance for a period of time stated in the contract, which may require new instrumentation or equipment to be installed/repaired due to inoperable, damage, stolen, in obsolete items. The contractor will be responsible for sufficient documentation which includes, but is not limited to, soil observations from initial soil sampling, a list of existing equipment at each site, equipment that will be purchased for each site, land use agreements, photos of completed sites, and reports on O&M and any difficulties installing a site. An annual coordination meeting will be a part of this contract. The following may be required include, but are not limited to: a) Site selection based on NEPA requirements and 106 compliances,topography, access, and other issues. b) Purchasing of approved equipment. c) Installation of equipment, and connection to the MADIS database. d) Retrofitting a site to conform to the instrumentation requirements in the contract e) Operations and Maintenance on the site, which may include travel, labor, lodging, and equipment. f) Reporting and Documentation on implementation, operation and maintenance, and lessons learned. g) A formal meeting with other Contractors and the United States Army Corps of Engineers to discuss ideas for wider implementation.
