Description
This is a notice of intent to solicit from a single source. The U.S. Geological Survey (USGS) intends to negotiate a purchase order with the University of Alaska Fairbanks for infrasound acoustic monitors as described in the attached Salient Characteristics. Award will be made in accordance with Federal Acquisition Regulation (FAR) 13.106-1(b) and the procedures at FAR Part 12 entitled, Acquisition of Commercial Items and FAR [Part 13 entitled, Simplified Acquisition Procedures. The University of Alaska Fairbanks is, to the USGS knowledge, the only source who can provide the required product that meets all the required salient characteristics. The purpose of this notice is to satisfy the requirements of FAR Subpart 5.2. This notice of intent is not a request for competitive quotes. However, all responsible parties may submit a quotation by the closing date of this announcement which shall be considered by the agency. No solicitation will be issued. A determination not to compete this action based upon responses received is in the sole discretion of the Government. The government has conducted extensive market research included a recent special notice searching for the availability of qualified businesses capable of providing infrasound acoustic monitors for the purpose of volcano monitoring as described in the salient characteristics provided below. The NAICS code for this action is 334519 Analytical Laboratory Instrument Manufacturing. Responses or inquiries shall only be accepted through electronic mail addressed to glewando@usgs.gov and must be uploaded and received in their entirety no later than Wednesday December 20th at 0900 ET. Responses submitted other than to the email mentioned above will not be accepted or considered. Salient Characteristics for Acoustic Monitoring Sensor The USGS Volcano Science Center (VSC) requires infrasound acoustic monitors for the purposes of volcano monitoring. These sensors must meet the following specifications: General: -Individual sensor calibration must be within +-5% of acceptable nominal values -Nominal calibration values must be traceable to a nationally accredited external laboratory calibration chamber and shown to meet requirements -Sensor must be in current production and have an established, proven, and acceptable performance history This acquisition is directed at existing products only, not at product design and development Units that have been modified or developed solely to meet the requirements of this acquisition are not acceptable Signal Characteristics: -Nominal Sensitivity: 25mV/Pa@1Hz or greater -Full Scale Range: 720Pa peak to peak full scale input range or greater Sensor Output Specifications: -Output type: Differential -Maximum signal output: 20VPP Operational frequency band and self-noise -Frequency response: Flat to within +-3dB from .05Hz to 200Hz or wider band -Band-limited Self Noise: 2mPa RMS from 0.05 to 200Hz or less -Dynamic Range: 115dB or greater Power requirements: -Short Circuit Protection: Protected against momentary shorts from signal+ to signal- and signal to ground -DC supply range: 11.5V to 20V or wider -DC current consumption: 175mW or less Physical Characteristics: -4 diameter or smaller -3.5 tall or shorter -Acoustic entry points: minimum of three -Operating temperature: -40C to +60C -Humidity tolerance: 90% or greater immunity to humidity -Housing must be of corrosion resistant material(s) that are isolated from ground.
