Description
****** This Sources Sought Notice has been extended, with a new closing date of 27 Dec 2023.****** This is a sources sought. No award will be issued from this notice. This sources sought is for a non-personal services contract under which the personnel rendering the services are not subject, either by the contract�s terms or by the manner of its administration, to the supervision and control usually prevailing in relationships between the Government and its employees. The United States (U.S.) Government shall not exercise any supervision or control over the Contractor�s employees performing the tasks herein. Such contract employees shall be accountable solely to the Contractor who, in turn shall be responsible to the U.S. Government. The 410th Contracting Support Brigade is seeking to obtain support to provide Base Camp Cleaning Services (Custodial Services) in Barbados. The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to provide Base Camp Cleaning Services (Custodial Services). The contractor shall perform to the standards in this sources sought. See attached performance work statement for additional details. Performance Requirements are as follows- Specific Tasks: The contractor shall provide non-personal fixed price scheduled and additional or unscheduled (as required) custodial services for four areas. Services provided include cleaning restrooms, breakrooms, and showers; sweeping, mopping, vacuuming and removal of trash from receptacles to exterior dumpsters. 5.1. Basic Services. Specific Tasks: The contractor shall provide non-personal fixed price scheduled and additional or unscheduled (as required) custodial services for four areas. Services provided include cleaning restrooms, breakrooms, and showers; sweeping, mopping, vacuuming and removal of trash from receptacles to exterior dumpsters. 5.1.1. General Standards. The contractor shall perform general custodial tasks to the minimum standards indicated below. These standards are intended as a minimum standard for performing each task in all facilities and zones. NOTE: A neat, clean, and shining appearance shall be defined as a surface free of smudge marks, swirl marks, dust, dirt, debris, or any other non-clean appearance on subject interior surfaces, metallic or non-metallic. 5.1.2. Clean/Disinfect/Supply Kitchens/Break Rooms. Clean and disinfect floors and all surfaces of sinks, counters, plumbing fixtures, dispensers, and walls immediately above/behind countertops, and other such surfaces. Resupply towel and soap dispensers. All surfaces shall be free of odor, stains, mold, mildew, dirt, dust deposits, streaks, and smudges. sinks, counters, plumbing fixtures, dispensers, walls immediately above/behind countertops, and other such surfaces shall be disinfected. Vents within 72"" of floor shall be cleaned and free of dirt, dust, and debris. Walls and grout shall be free of all film, spots and detergent buildup. 5.1.3. Clean/Disinfect/Supply Restrooms/Locker Rooms. Clean and disinfect floors and all surfaces of mirrors, sinks, lavatories, toilets, urinals, showers, shower mats, plumbing fixtures, dispensers, walls and partitions (to include walls and partitions behind toilets), stalls, and stall entry doors (including handle, kick plates, door ventilation, and metal door guards), and other such surfaces. Resupply all toilet tissue dispensers, towel dispensers, soap dispensers, toilet seat cover dispensers, and sanitary napkin dispensers. Contractor shall purchase and furnish items approved by the COR prior to use. All surfaces shall be free of odor, stains, mold, mildew, dirt, dust deposits, streaks, and smudges. Partitions, stalls, stall doors, entry doors, (including handles, kick plates, ventilation grates, metal guards, etc.), and wall areas adjacent to wall mounted lavatories, urinals, and toilets shall be disinfected. Showers, toilets, and urinals shall be free of water spots, scale buildup, soap scum and other deposits. Vents within 72"" of floor shall be clean. Walls and grout shall be free of all film, spots and detergent buildup. 5.1.4. Clean/Disinfect Drinking Fountains. Clean and disinfect with approved disinfectant all porcelain and polished metal surfaces, including the orifices and drain, as well as exterior surfaces of fountain. Drinking fountains shall be free of streaks, stains, spots, smudges, scale, hard water deposits, dust, and other obvious soil. 5.1.5. Collect/Remove Trash and Recyclables. All trash and recycle receptacles located in centralized break rooms, stairwells and open office areas shall be emptied, new bags placed, and receptacles returned to their designated location [ private office and cubicle/workstation trash receptacles will NOT be emptied by custodial staff]. Any cardboard items, cans, bottles, and paper placed near a trash receptacle and marked ""TRASH"" or in designated recycle collection receptacles shall be removed. Trash and recyclable materials shall be removed from the facilities, then transported to and placed in the appropriate refuse or recycle dumpsters. The contractor will not be responsible for collecting or removing any construction or hazardous waste; if the contractor believes an item is construction or hazardous waste. 5.1.6. Hard Floor- Sweep/Dust Mop. All non-carpeted floor surfaces (to include stairways, landings, risers, elevators, entrances, vestibules, lobbies and all walking surfaces) will be cleaned by a combination of sweeping and dust mopping. Chairs, trash receptacles, and other items shall be moved to clean carpets underneath and returned to their original location. The entire floor surface, including grout, shall be free from litter, dirt, dust, and debris. All hard floor surfaces shall be uniform, and free from dirt, debris, dust, scuff marks, heel marks, other stains and discoloration, and other foreign matter. Baseboards, comers, and wall/floor edges shall also be clean. All dust and debris shall be removed from baseboards, furniture, trash receptacles, etc. Spot clean floor surfaces as required to remove spots 2 square feet or less. Spot removal shall be included during normal service schedule. Floors shall be free of scuff marks, soiled areas, stains or discolored areas in area 2 square feet or less, and spot cleaned areas shall match the surrounding area for color and texture. The contractor shall begin services with floors in their current condition. Any excessive existing stains or blemishes shall be identified during an initial joint inspection with the COR and the contractor during the phase-in period. If the stains or blemishes cannot be reasonably removed by the incumbent contractor, then the new contract awardee shall not be responsible for removing them. 5.1.7. Hard Floor- Wet Mop. The contractor shall damp or wet mop non-carpeted floors to include entrances, vestibules, lobbies, stairways, landings and risers, the contractor shall mop underneath easily moveable items. After being mopped, the floor shall have a uniform appearance with no streaks, swirl marks, detergent residue or any evidence of soil, stains, film debris or standing water. There shall be no splash marks or mop streaks on furniture, walls, baseboards, trash receptacles, or mop strands remaining in the area. 5.1.8. Glass Cleaning-Interior. Cleaning interior glass shall be defined as the complete removal of smudges, tape, oily film, and other types of soil from all glass in interior partitions, walls, doors, displays, and other glass areas (this includes both glass in exterior doors and vestibules). Glass cleaner splash and drip marks shall be removed from all adjacent surfaces. 5.1.9. Glass Cleaning- Exterior. Cleaning exterior windows shall be defined as the complete removal of smudges, tape, oily film, cobwebs, dust, and other types of soil from both sides of the glass and frames of exterior windows, doors, vestibules, etc. The glass and frame shall be rinsed to remove any detergent solution residue. After washing, the glass areas shall be free of smudges, tape, oily film, cobwebs, dust, and all other types of soil, streaks, and water marks. Glass cleaner splash and drip marks shall be removed from all adjacent surfaces. 5.1.10. Incidental and Spot Cleaning. This cleaning consists of unscheduled minor cleaning to maintain a clean workplace and facility appearance. It includes cleaning of spills, spots and stains, or other observed soiling on all any/all facility surfaces that should be remediated upon detection in order to maintain the appearance of facilities and a clean and healthy work environment on the installation. Spills may include liquids and solids and food/drink sources, overflowing toilets or urinals, accidental soiling of floor surfaces clean-up of spills or other incidental soiled areas observed by contractor employees and/or observed by Government employees and referred to the contractor through the DPW service order desk. 5.1.11. Common Level of Service (CLS). This is a common ""measurable"" level of service defined by specific custodial tasks and frequencies as established the US Army Garrison Directorate of Public Works (DPW) and funded by the US Army Installation Management Command (IMCOM). These services consist of three distinct task and frequency schedules: a Schedule for General Purpose Offices (GP), a special schedule for Child Development Centers (CD), and a special Schedule for Fitness Centers (FC). 5.1.12. Above Common Level of Service (ACLS). These are increased services that are above the Common Level of Service (CLS) established by US Army Garrison Directorate of Public Works that are requested and funded by facility occupants of the designated building and zone. These services may include increased frequencies for the same tasks defined in the common level of support service schedule or additional/unique tasks and frequencies that either in the entire zone or specific areas in the zone. The price for these services shall be the price for the total level of service (CLS and ACLS) less the price for the common level of service (CLS). 5.1.13. Scheduling. Routine high frequency tasks that are performed on a frequency at least one time per month (IM) will be established on fixed routine recurring monthly schedules. The Contractor will establish routine monthly schedules for each Building and/or Area/Zone and submit these schedules to the COR for review and approval on a quarterly basis. Low frequency tasks or services that are performed on a frequency of less than one time per month will be scheduled in advance on an annual schedule for the entire installation to allow for the most efficient and economical distribution of workload across each 12-month contract period of performance. It is assumed that some of these tasks may be disruptive to government operations, so the actual dates for these tasks will be reviewed monthly for the upcoming month to identify any potential conflicts and make adjustments as necessary. It is also assumed that some of these tasks may be performed by sub-contractors (e.g., Exterior Window Cleaning) that are best consolidated instead of being performed incrementally across the entire year. 5.1.14. Scheduled Cleaning Services. Scheduled Cleaning Services are defined by Building and Specific Zones/Areas within Buildings. They consist of specific custodial service tasks performed at designated frequencies as indicated in the Facility and Facility Zone Schedules in all facilities receive a standard Common Level of Support (CLS) and some facilities and/or designated zones within facilities receive additional Above Common Level of Support (ACLS) services; the sum of the two would be the Total Level of Service. CLS and ACLS services must be priced separately in order to facilitate separation of funding responsibilities internal to the Government.�
