The U.S. Environmental Protection Agency (U.S. EPA) Cincinnati Acquisition Division (CAD) located in Cincinnati, OH is interested in pursuing potential ESPC projects at the following site: Site: EPA�s Region 10 laboratory operates the Manchester Environmental Center located at 7411 Beach Drive East, Port Orchard, WA 98366. The Region 10 Laboratory provides physical, chemical, biological, and microbiological analyses of air, soil, sediments, water, tissue and unknown chemicals. It measures contaminants and pollution effects in a variety of media in support of criminal enforcement, civil enforcement, site assessment, remedial investigation ecosystem monitoring and public health initiatives. This notice of opportunity invites the current holders of a Generation 4 Department of Energy (DOE) ESPC Indefinite-Delivery, Indefinite-Quantity (IDIQ) contract to submit a written response (an expression of interest) to be considered for contractor selection for this potential Task Order (TO) award. The scope of any TO awarded for this project covers the buildings and facilities as identified in this notice. While certain energy and water conservation measures (ECMs) will be included at the time of the original TO award, Agency Name may, at any time during the performance period, request the selected ESCO to do further analysis to determine whether expansion of ECMs included in the original TO or additional ECMs for the identified buildings and facilities are feasible. If deemed viable and desirable, Agency Name may incorporate the additional ECMs into this project by way of TO modification. The Energy Service Company (ESCO) will be required to use eProjectBuilder (ePB) to develop the ESPC projects and present baselines, estimated savings, and financial schedules to the EPA. ePB is a free web-based system for entering and tracking ESPC data throughout the life of a project.
