Description: This is a NOTICE OF INTENT to award three sole source contracts using FederalAcquisition Regulation (FAR) 6.302-2, Unusual and Compelling urgency.� The General Services Administration (GSA), Federal Acquisition Service (FAS),General Supplies and Services (GSS) Portfolio, Off ices of Supply ChainManagement (SCM) and Acquisition Management (AM), Internal AcquisitionDivision, has a requirement for continued support to the Commercial e-Marketplace Acquisition. The GSA intends to award a three-month periodcontract, from December 25, 2023 � to March 25, 2024.� GSA has an urgent and compelling requirement for contractors to providecommercial e-marketplace platforms that can provide business-to-business(B2B) e-commerce capabilities for Federal agencies using a GPC for the purchaseof commercial off -the-shelf (COTS) items. This acquisition is based upon theauthority in Section 846 of the 2018 National Defense Authorization Act (NDAA),Pub L. 115-91. In line with B2B e-commerce practices, items sold to Governmentagencies through the awarded contracts are to be provided at commercial B2Bpricing or better.� Amazon, Fisher Scientific, and Overstock possess unique knowledge of theservices required and experience in performing the requirements. They canimmediately provide Federal buyers access to, and facilitate sales through, acommercially available e-commerce platform that meets the requirementsoutlined in the Statement of Objectives (SOO). This contract is complex in itsnature and requirements, as the performing contractor must comply withcommercial terms and conditions to the maximum extent practicable, inaccordance with Section 846 of the 2018 NDAA. The platforms are providing GSAwith all services associated with their B2B platform in accordance with theircommercial practices. This includes any benefits related to expedited shippingand handling, product warranties, enhanced customer service, and/or otherpurchasing benefits. Amazon, Fisher Scientific, and Overstock are the onlysuppliers with the unique capabilities required to deliver these supplies andservices during the competition process. This is a notice of intent and not a request for competitive proposals. No�solicitation is available for this requirement.
