SPECIFIC PROCUREMENT NOTICE (SPN) Country General information: Country SENEGAL City/Locality: Dakar Notice/Contract Number: DAO/SFQC/MCA2/ /2023/ COMPACT/CB/AC05/NCS37 Issue Date: November 30, 2023 Closing date: January 18, 2024 Funding Agency: (MCC) Millennium Challenge Corporation Buyer: Millennium Challenge Account Senegal II (MCA-S�n�gal II) Procurement name: Selection of a firm to conduct a public information and education campaign on electricity for demand-side incentives. Type of procurement: Bid Solicitation Eligibility of Bidders: Specialized firms eligible and meeting requirements set forth in the Bidding Documents The United States of America, acting through the Millennium Challenge Corporation (�MCC�), and the Government of Senegal (the �GoS�) signed a Compact for a grant known as the Millennium Challenge Account. The Compact includes an investment of about USD 550 million from MCC (�MCC Funding�) and an additional contribution of USD 50 million from the Government for a global amount of USD 600 million to contribute to reducing poverty through economic growth in Senegal. The Compact program includes: ? The �Modernizing and strengthening of Senelec transmission network� Project aims to provide quality electricity from the lowest cost sources available for Senelec to meet the increasing demand on the interconnected network in Senegal; ? The �Increasing Access to Electricity in Rural and Peri-urban Areas� Project aims to increase the quality electricity supply and demand in rural and peri urban areas in Senegal; ? The �Power Sector Enabling Environment and Capacity Development� Project has as objective to create an environment favorable to improvement of the financial viability and good governance of the sector for a better quality and quantity electricity supply. The contract listed above and funded under the Compact will be implemented in accordance with principles, rules and procedures set forth in MCC Program Procurement Guidelines (PPG), which can be found on MCA-Senegal II web site (www.mcasenegal.sn) et MCC web site https://www.mcc.gov/resources/doc/program-procurement-guidelines. The Government is represented in the implementation of this Bid Solicitation by MCA-Senegal II. As a result, MCA-Senegal II will implement this contract on behalf of the Government. Any reference to action undertaken or rights received by MCA-Senegal II as part of this Bid Solicitation, including in the form of contract, shall be undertaken or received by MCA-Senegal II on behalf of the Government. MCA-Senegal II is referred to as �MCA Entity� in this Bid Solicitation and the form of contract. All payments made by MCA-Senegal II under the proposed contract are subject, in all regards, to terms and conditions of the compact and related documents, including restrictions on the use and disbursement of MCC Funding. No party other than the Government and MCA-Senegal II shall have claims or rights from the Compact or the proceeds of MCC Funding. The Compact and related documents can be found on MCC web site (www.mcc.gov) and MCA web site This bid solicitation supplements the General Procurement Notice published on Dgmarket on September 20, 2023, as well as on the MCA- S�n�gal II website on September 18, 2023 and in local newspapers ""Le Soleil"" and ""Le Quotidien"" on September 19, 2023. MCA-Senegal II expects eligible entities (""Bidders"") to submit their Bids for Selection of a firm to conduct a public information and education campaign on electricity for demand-side incentives. More information on these related goods and services are provided in the technical Specification attached to this Bid Solicitation. This Bid Solicitation is open to all eligible entities (�firms�) that want to submit a bid. Subject to restrictions set forth in the Bidding Documents, consultants can join other consultants to optimize their ability to successfully implement the contract. A firm will be selected based on the competitive bidding process described in these Bidding Documents, in compliance with �MCC Program Procurement Guidelines� that can be found on MCC web site (www.mcc.gov/ppg). The selection process, as described, includes review and assessment of qualifications and past performance, as well as reference check, before contract awarding. Note that a pre-bid meeting is scheduled for December 18, 2023 as indicated in Section II - Bid Solicitation Data Sheet (""SBDS""). Bids shall be submitted by email to the address and in the manner indicated at IS 24.1 and IS 24.3 � and (g) not later than Thursday, January 18, 2024 at 3 pm (Dakar/Senegal time). Note that only Bids transferred via the Dropbox link specified in the Bid Solicitation data sheet will be accepted. No other transmission medium is allowed. All Bids shall be supported by a bid bond in the format and for the amount specified in the Bid Solicitation data sheet.
