- The United States of America, acting through the Millennium Challenge Corporation (�MCC�), and the Government of the Republic of Mozambique (GRM) signed a grant aimed at poverty reduction through economic growth in Mozambique on September 21, 2023, in the amount of US$500 million (the �Compact�) and a corresponding contribution from the Government of approximately US $37,5 million. The Mozambique Connectivity and Coastal Resilience Compact consists of three projects: � The Connectivity and Rural Transport Project (CTR) will enhance the quality and climate resilience of major routes in Zambezia by improving roads and bridges and addressing deferred maintenance, including the busy Mocuba Bridge. � The Promoting Reform and Investment in Agriculture Project (PRIA) will improve the incomes of smallholder farmers and other value chain actors, increase investments in the agriculture sector, and foster agriculture-related fiscal reform and incentives. � The Coastal Livelihoods and Climate Resilience Project (CLCR) seeks to increase ecosystem productivity by addressing problems caused by long-term ecosystem degradation and fishery loss. In issuing this SPN, the Government is represented by the Gabinete do Desenvolvimento do Compacto-II (GDC), which will continue until such time as the Government establishes the Millennium Challenge Account-Mo�ambique (�MCA-Mo�ambique�) to serve as the accountable entity for implementing the Compact. Prior to the establishment of MCA-Mo�ambique, any references to actions taken or rights received by MCA-Mo�ambique including in the Form of Contract, shall be taken or received by GDC on behalf of the Republic of Mozambique, and any references herein to MCA-Mo�ambique shall be deemed to mean the Compact Development Team, or GDC during this period. The GDC requires the services of the Consultant for Engineer for Procurement Support, Design Review and Construction Monitoring of the Design and Build Works Contract for a new Bridge over the Licungo River and Mocuba Bypass Road in Zambezia Province, Mozambique, which will be provided in the following stages as detailed in the Termes of Reference (ToR): � Stage I: Review and update the Design and Build Works Bidding Documents and assist the Employer in the procurement of the D&B Works Contractor. � Stage II: Review of the Preliminary and Detailed Engineering Design to be prepared by the D&B Works Contractor. � Stage III: Construction Monitoring of the D&B Works Contract. � Stage IV: Activities / Services during the Post-Construction Stage. The GDC requires the services above mentioned of the Consultant for a base period of 12 months at a fixed price for services described and detailed in Stages I and II. Thereafter, the GDC will require five (5) successive option periods at a fixed price for the services described and detailed in Stages III and IV. The total duration of the base period, plus the (1-5) option periods is 72 months, however the final option period may be more or less than 12 months. For purposes of preparing proposals, Consultants should integrate the fact that services provided early during Stage III may overlap with Stage II services and that Services for Stage III are anticipated to commence once the Compact has entered into force and all Project Affected Persons have been fully compensated in the area where construction is to begin. GDC now invites proposals from legally constituted consulting firms and other organizations to provide the services of Engineering firm (Consultant) for Procurement Support, Design Review and Construction Monitoring of the Design and Build Works Contract for a new Bridge over the Licungo River and Mocuba Bypass Road in Zambezia Province, Mozambique (�Proposals�). More details on these services are provided in the Terms of Reference in Section V of this RFP. The RFP is open to all eligible entities (�Consultants�) who wish to respond. Subject to restrictions noted in the RFP, consultants may associate with other consultants to enhance their capacity to successfully carry out the assignment. A Consultant will be selected under the Quality and Cost-Based Selection (�QCBS�) method, an evaluation procedure that is described in Section III of the RFP in accordance with the �MCC Program Procurement Guidelines� provided on the MCC website (www.mcc.gov/ppg). The selection process, as described, will include a review and verification of qualifications and past performance, including a reference check, prior to the contract award. Please note that a Pre-Proposal Conference will be held as described in the Proposal Data Sheet (�PDS�), Section II of the RFP. Attendance at the Pre-Proposal Conference is not mandatory but is strongly advised for all interested Consultants or their representatives. Consultants interested in submitting a Proposal must express their interest by sending an e-mail to mcamocambiquepa@dt-global.com. This will also ensure their receipt of any future communications regarding this RFP. Clarifications of the Request for Proposals may be requested by e-mail no later than 5:00 pm (GMT+2) on January 25th, 2024. Responses shall be issued to all Consultants not later than 5:00 pm (GMT+2) on February 7th, 2024. All responses to clarification requests shall be sent via email to the Consultants who have formally requested and received the RFP.
