- AFTC/PZIA located at Arnold AFB, TN intends to solicit and negotiate with a single source, Zenchronistic Enterprises, LLC, d/b/a Falls River Center (FRC), 6710 Greenyard Rd., Chester, VA, 23831-1423 (cage code 3CFK7), to award a single, firm-fixed price purchase order to meet the Government�s requirement for Leadership and Organizational Development Program Support and Training in support of the Test Support Division (TSD) at Arnold Air Force Base, TN. As authorized by FAR 13.106-1(b)(1)(i), Contracting Officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, brand-name or industrial mobilization). As determined by the Contracting Officer, FRC, a women-owned small business, is the only reasonably available source that has the capability to develop specialized unique leadership training to maintain and build upon TSD�s leadership qualities. The unique basis for TSD's specialized training stems from employee assessment data, training materials tailored to the organization, existing one-on-one interviews with TSD personnel, and personal interactions developed through twelve years of partnership with TSD Leadership. Over the period of partnership, FRC has utilized multiple assessment tools including MBTI, FIRO-B, LPI, Edge 360, and DiSC with the TSD team to assess leadership strengths and improvement opportunities. The output from these assessments provide valuable employee self-awareness information on how each TSD individual can better understand their own communication style, problem-solving style, and how they can better understand their colleagues' styles to enhance organizational collaboration and achieve TSD's mission objectives in a more efficient and effective manner. The results of these assessments are not transferable to another vendor due to licensing agreements. To evaluate the feasibility of engaging a new vendor for training TSD, a comprehensive cost and time analysis was performed, in which it was determined that the Government would incur substantial duplication of cost if training were to be provided by a different source. In addition to the assessment data, FRC has committed significant time in one-on-one interviews and coaching sessions with TSD employees. These personal relationships with the team members assist FRC in confirming the assessment data, leading to team members trusting results and being willing to take action in response to the feedback. From prior working knowledge, FRC has a unique understanding of the TSD Vision, Mission, goals and objectives and understanding of the demands and challenges experienced by the organization over time. FRC utilizes this cultural understanding of the TSD organization along with their knowledge of training previously shared with TSD to tailor future training and development sessions. FRC expanded training cadre to include former Air Force senior executives to bridge gap between theory and practice, further enhancing TSD trust in the knowledge and credibility of FRC staff. This trust and understanding allows FRC to dive into deeper issues and facilitate candid conversations to achieve resolution and actionable objectives. The unparalleled corporate knowledge FRC has cultivated through years of collaboration with the TSD team is an invaluable asset that cannot be matched, or replicated, by any alternative vendor. This notice of intent is not a request for competitive quotes. However, the Government will consider all responses received electronically by 3:00 PM CST, 29 December 2023. A determination by the Government to not compete this requirement based upon responses to this notice is solely within the discretion of the Government. The information received may only be considered to determine whether to conduct a competitive procurement.
