- UPDATE - 12/27/2023: Based on Market Research it has been determined that this requirement will be procured through an 8(a) direct award. This is a Sources Sought Notice only.�This is not a request for proposals (RFP) and does not obligate the Government to award a contract or task order.� There will not be a solicitation, specifications, or drawings available at this time.� This notice is a market research tool used for planning purposes only to determine the availability and capability of small business sources. Summary of Requirement:�Naval Surface Warfare Center Dahlgren Division Dam Neck Activity (NSWCDD DNA) is assigned the duties of system installation, site support, life cycle support inclusive of Integrated Logistics Support (ILS) and Configuration Management (CM) activities, fielding and maintenance support, In-Service Engineering Agent (ISEA), Cybersecurity (Cyber), C6ISR (Command, Control, Communications, Computers, Cyber-Defense and Combat Systems and Intelligence, Surveillance and Reconnaissance), Safety, Test and Evaluation (T&E), and Readiness support for assigned shipboard and shore-based training systems. The scope of the contract is to procure Contractor support services to achieve the acceptable levels of enterprise management and technical support in the areas of Research Development Test & Evaluation (RDT&E), Navy Marine Corps Intranet (NMCI), Next Generation Enterprise Network (NGEN), and Naval Networking Environment (NNE) management, telecommunication services, IT requirement analysis, policy and governance, IT portfolio management, Information Assurance (IA), assessment and authorization (A&A), contract/acquisition management, financial management, and asset management. Statement of Work:The required support services described above are further defined in the draft Statement of Work (SOW) that is attached in the SAM.gov portal and as a separate attachment to this Sources Sought Notice (Attachment 1). Location:�Work is to be primarily performed at NSWCDD DNA. The Government reserves the right to make NSWCDD DNA Government spaces available to Contractor personnel depending on agency needs. Level of Effort:��Each FTE will be awarded as a priced option CLIN.� The FTEs anticipated to meet the Government�s requirements are depicted in Attachment 3.� The table is structured as the Government�s expected annual FTE requirement per labor category per year.� A work year is defined as 1,920 hours per FTE. Labor Qualifications:The required labor described above are further defined in the draft Labor Qualifications that is attached in the SAM.gov portal and as a separate attachment to this Sources Sought Notice (Attachment 2). Contract Type & Period of Performance:�The Government contemplates award of a Firm Fixed Price (FFP) and Cost contract.� �The resultant order will have a Base Period and four (4) additional option periods. Request for Responses: This Sources Sought is for any certified 8(a) Businesses. Additionally all Small Business, Small Disadvantaged Business, Women Owned Small Business, Service-Disabled Veteran-Owned Small Business, and certified HUBZone Small Business are encouraged to respond. The Government will not pay for any information solicited. Respondents will not be notified of the results of the evaluation. It is requested that interested parties submit a brief capabilities package not to exceed 10 pages, not including resume summaries. This capabilities package shall address, at a minimum the following: (1) Sources Sought announcement number you are applying to and a description of the Offeror's capabilities relating specifically to the attached draft Statement of Work (SOW), specifically addressing relevant experience and understanding of the work for which this acquisition will support; (2) A company profile including the Cage Code, office location(s), DUNS number and a statement regarding current Business Status or Small Business status (including all applicable categories of Small Business: Service-Disabled Veteran-Owned Small Business, HUBzone, 8A, Woman-Owned Small Business, Economically Disadvantaged Woman Owned Small Business (EDWOSB), Veteran-Owned Small Business or Small Disadvantaged Business); (3) The specific qualifications, capabilities, and experience of the Contractor's personnel available to support this effort, including the personnel's security clearance level. Identify whether individuals are employees of the Offeror or of a planned team member (Sub-contractor) and identify the planned team member; (4) Specific past performance on same or similar size and scope of work performed by the Offeror as a Prime Contractor within the past five (5) years, including a description of the services provided, the dollar value of the effort, and the contract number; (5) List prospective Sub-contractors and provide a statement with metric that contain sufficient information concerning the ability to meet the Government limitations in FAR 52.219-14 (FEB 2023)(DEVIATION 2021-O00008) Limitations on Sub-contracting. (6) For Small Businesses - Interested Offeror(s) shall identify any potential �similarly situated entity� arrangements being considered. A �similarly situated entity� means a first-tier Sub-contractor, including an independent Contractor that has the same small business program status as that which qualified the prime contractor for the award and that is considered small for the NAICS code the Prime Contractor assigned to the subcontract the Sub-contractor will perform. If �similarly situated entity� subcontracting is contemplated, the capability statement shall contain detailed information concerning the planned �similarly situated entity� subcontracting/consulting arrangement(s) (including proposed work share, Unique Entity Identifier (UEI), and all applicable categories of Small Business status) to assure the Government that the limitations of FAR 52.219-14, Limitations of Subcontracting (DEVIATION 2019-O0003), can be met for each contract period. The limitations identified in the aforementioned clause require the Offeror/Contractor to agree that in the performance of the resultant contract it will not pay more than 50 percent of the amount paid by the Government for contract performance to subcontractors that are not similarly situated entities. Any work that a similarly situated entity further subcontracts will count toward the 50 percent subcontract amount that cannot be exceeded. The capabilities package for this sources sought notice is not expected to be a proposal, but rather a short statement regarding the company�s ability to demonstrate existing, or developed, expertise and experience in relation to the requirements of this contract. Submission of a capabilities package is not a prerequisite to any potential future offerings, but participation will assist the Navy in tailoring requirements to be consistent with industry capabilities. Responses to this Sources Sought Notice shall be submitted electronically to kimberly.l.carter2.civ@us.navy.mil and sandy.m.howell.civ@us.navy.mil .� Responses must be received no later than 4:00 PM Eastern Time on 23 September 2023. Questions or Clarifications:All questions are to be submitted through the provided spreadsheet (Attachment 4) and all questions and answers will be posted on the SAM.gov portal.
